Reports To: State Family Program Director (SFPD)

Position Summary
The Program Manager serves as the strategic and operational leader for the Vermont Work for Warriors (WFW) Program. This role is responsible for overseeing statewide employment outreach services that support Vermont National Guard members, veterans, reservists, service members, and their families. The Program Manager provides centralized program oversight, manages performance metrics and reporting, supervises program operations, and serves as the primary advisor to the State Family Program Director regarding all Work for Warriors activities.
Essential Duties and Responsibilities
Program Leadership & Oversight
  • Provide overall leadership and management of the Work for Warriors Program.
  • Conduct annual evaluations of employer partnerships, outreach strategies, operational processes, and tracking systems.
  • Develop and implement strategic plans, annual work plans, and program improvement initiatives.
  • Monitor statewide program performance and ensure compliance with contractual requirements and performance standards.
  • Manage and evaluate Military & Family Support Center support services and customer interaction tracking systems.

Stakeholder Engagement & Partnership Development
  • Serve as the primary point of contact and advisor to the State Family Program Director.
  • Develop and maintain relationships with federal, state, local, military, and community organizations.
  • Coordinate with the Vermont Department of Labor, Vermont Office of Veterans Affairs, employers, and community partners.
  • Support workforce development initiatives and employment programs benefiting Guard members, veterans, reservists, and military families.
  • Collaborate with Recruiting and Retention personnel to promote employment and recruiting initiatives.

Program Performance & Reporting
  • Analyze program data, employment outcomes, and service trends.
  • Develop recommendations to improve program effectiveness and service delivery.
  • Ensure timely completion of monthly, quarterly, semi-annual, annual, and after-action reports.
  • Monitor performance against key metrics, including employment placements, employer partnerships, assessments, and customer engagement.
  • Maintain quality assurance and quality control processes.

Operations Management
  • Oversee statewide outreach activities and employment support services.
  • Ensure proper staffing and operational coverage across all Work for Warriors locations.
  • Coordinate internal training and professional development activities.
  • Maintain compliance with applicable federal, state, military, privacy, and security regulations.

Minimum Qualifications
Education
Bachelor's Degree in Business Administration, Human Resources, Management, or a related field.
Experience
  • Minimum of five (5) years of experience in program management, employment outreach, workforce development, veteran services, or transition assistance programs.
  • Experience managing multi-site programs and performance-based contracts preferred.
  • Experience advising executive-level stakeholders and organizational leadership.

Knowledge, Skills, and Abilities
  • Strong leadership, project management, and organizational skills.
  • Experience with data analysis, reporting, and performance management systems.
  • Ability to evaluate program effectiveness and implement strategic improvements.
  • Excellent written and verbal communication skills.
  • Ability to build partnerships across public, private, and nonprofit sectors.
  • Proficiency with Microsoft Office Suite, CRM systems, and data management tools.

Travel Requirements
Regular statewide travel throughout Vermont for meetings, outreach events, employer engagement, and program activities.
Preferred Qualifications
  • Military, National Guard, Reserve, or veteran community experience.
  • Workforce development, career services, or employment program experience.
  • Familiarity with military family support programs and transition assistance services.
