Job Title: Full Stack .NET Developer - Consultant

Location: Cayce, SC (Hybrid - Onsite for the first month, then 1 day/week onsite)

Duration: 12 Months (Possible Extension)

Position Overview

We are seeking an experienced Full Stack .NET Developer to support the modernization, enhancement, and maintenance of enterprise applications for the South Carolina Department of Public Health. This role will focus on developing modern web applications using Angular and .NET technologies, building secure APIs and integrations, implementing DevOps practices, and supporting digital transformation initiatives across HR, Finance, and administrative systems.

The ideal candidate will possess strong full-stack development experience, a solid understanding of software architecture, and the ability to work collaboratively within an Agile environment to deliver scalable, secure, and high-performing solutions.


Key ResponsibilitiesFull Stack Application Development
  • Design, develop, test, and maintain enterprise web applications using Angular and .NET technologies.
  • Build responsive, user-friendly front-end components and interfaces.
  • Develop backend services, APIs, and business logic to support application functionality.
  • Create reusable, scalable, and maintainable code following industry best practices.
API & System Integration
  • Develop and maintain RESTful APIs and web services.
  • Integrate applications with internal and external systems, databases, and third-party platforms.
  • Ensure secure and efficient data exchange between systems.
  • Troubleshoot and resolve integration-related issues.
Application Modernization
  • Support migration of legacy applications to modern architectures and technologies.
  • Participate in system redesign and modernization initiatives.
  • Improve application performance, reliability, and maintainability.
  • Assist in cloud-readiness and future-state architecture planning.
DevOps & CI/CD
  • Design and implement CI/CD pipelines to automate build, test, and deployment processes.
  • Support DevOps initiatives and infrastructure automation.
  • Monitor application deployments and resolve deployment issues.
  • Promote best practices for source control, release management, and automated testing.
Database & Reporting
  • Develop and optimize SQL queries, stored procedures, and database objects.
  • Support reporting and analytics requirements.
  • Collaborate with business teams to deliver meaningful reporting solutions.
  • Experience with Power BI reporting is highly desirable.
Testing & Production Support
  • Perform unit testing, integration testing, and system testing.
  • Support user acceptance testing (UAT) activities.
  • Troubleshoot production issues and implement timely resolutions.
  • Monitor application performance and proactively address risks.
Documentation & Compliance
  • Create and maintain technical documentation, architecture diagrams, and deployment procedures.
  • Ensure solutions comply with organizational security standards and policies.
  • Support audit, compliance, and security review activities.
Collaboration & Agile Delivery
  • Participate in Agile/Scrum ceremonies including sprint planning, daily standups, reviews, and retrospectives.
  • Collaborate with business stakeholders, project managers, analysts, and technical teams.
  • Translate business requirements into technical solutions.
  • Provide technical guidance and recommendations to project teams.

Required Qualifications
  • Bachelor's degree in Computer Science, Information Technology, Software Engineering, or a related field (or equivalent experience).
  • Strong experience developing enterprise applications using Angular.
  • Strong experience with .NET Framework, .NET Core, or .NET 8+ development.
  • Experience designing and developing REST APIs and web services.
  • Experience with SQL Server and database development.
  • Experience with CI/CD pipelines and DevOps practices.
  • Knowledge of source control systems such as Git.
  • Experience with application modernization and legacy system migration projects.
  • Strong troubleshooting, debugging, and problem-solving skills.
  • Excellent written and verbal communication skills.

Preferred Qualifications
  • Experience working in Public Sector or Government environments.
  • Experience with Azure DevOps, GitHub Actions, Jenkins, or similar CI/CD tools.
