Position Overview:

The Informatics Policy Analyst applies process modeling, policy analysis, and organizational evaluation techniques to support healthcare information management decision-making, policy formulation, and program effectiveness. This role collects and analyzes existing policies, identifies gaps and barriers to standardization, and develops frameworks for program evaluation and implementation. The analyst supports management in operating more efficiently and effectively through the application of organizational studies, workflow design, and policy research in a federal health IT contracting environment.
Please note this position is contingent upon award (July/Aug 2026) ย 

Key Responsibilities:

  • Formulate and apply process modeling methods and analytical frameworks to discover emergent effects and interpret complex health informatics policy environments
  • Collect, compile, and analyze existing federal, agency, and program-level policies to support the development of business requirements, services, or technology solutions
  • Conduct gap analyses of existing policies to identify unaddressed operational needs or barriers to standardization across health IT programs
  • Develop workstreams, frameworks, and evaluation tools for program review, policy implementation, and operational improvement initiatives
  • Conduct organizational studies and evaluations to assess program effectiveness, identify inefficiencies, and recommend improvements
  • Design systems and procedures to streamline operations and improve compliance with applicable policies and standards
  • Conduct work simplification and measurement studies to assess performance and operational efficiency
  • Prepare comprehensive operations and procedures manuals to assist management in operating more efficiently and effectively
  • Develop narrative, graphic, and oral status reports communicating policy analysis findings and program recommendations
  • Collaborate with program leadership, subject matter experts, and government clients to develop and refine policy positions and implementation plans
Required Qualifications:
  • Bachelor's Degree in Public Policy, Health Policy, Health Informatics, Business Administration, Public Administration, or a related field
  • Minimum of 5 years of experience in policy analysis, organizational management analysis, or a related field supporting healthcare or health IT programs
  • Proficiency with process modeling and workflow documentation methods (e.g., BPMN, flowcharting, swimlane diagrams)
  • Experience conducting policy gap analyses and translating findings into actionable recommendations and implementation frameworks
  • Strong qualitative and quantitative analytical skills; ability to evaluate complex information and synthesize findings into clear policy guidance
  • Familiarity with federal health IT policy landscape
  • Experience developing program evaluation frameworks, logic models, and performance measurement tools
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Visio) for documentation, reporting, and presentation
  • Excellent written and verbal communication skills; experience preparing executive-level briefings, policy memos, and formal reports
Preferred Qualifications:
  • Experience working with the Veterans Health Administration or a similar federal health agency (CDC, CMS, DHA, HHS, etc.)
  • Active security clearance or ability to obtain one
  • Certified Health Data Analyst (CHDA) or Certified Professional in Health Informatics and Information Management (CPHIMS)
  • Familiarity with VA policy frameworks, VHA Directives and Handbooks, and VA governance structures
  • Experience with Agile or SAFe program delivery environments, including participation in PI planning and retrospectives
  • Knowledge of federal rulemaking processes, regulatory compliance frameworks, and federal health information standards
  • Experience supporting health IT standardization initiatives such as HL7 FHIR adoption, interoperability mandates, or ONC certification programs
  • Advanced degree (Master's or higher) in a relevant field
