Operations Manager (Salem - Adult)
Full-time | Exempt
Starting Salary: $5,000 - $5,560/month; dependent upon experience, education, and qualifications

Work Unlimited is hiring an Operations Manager to oversee multiple 24-hour residential programs supporting adolescents and adults with intellectual and developmental disabilities.
This is a leadership role with real operational responsibility. You will guide program managers, ensure compliance, and step in when programs need direct support. If you are comfortable leading in fast-moving environments, solving problems in real time, and holding high standards, this role offers the opportunity to make a measurable impact across multiple homes.
What You'll Do
As an Operations Manager, you will be responsible for the overall performance of a group of residential programs, including quality of care, compliance, staffing stability, and team development.
Leadership & Oversight
  • Supervise and develop Residential Program Managers and lead staff
  • Provide coaching, accountability, and performance management
  • Build strong, consistent leadership across multiple homes

Operations & Quality
  • Oversee scheduling structures, staffing alignment, and overtime control
  • Monitor documentation, data integrity, and service delivery through Therap and QA processes
  • Ensure compliance with Oregon Administrative Rules and licensing requirements
  • Lead preparation for licensing reviews and plans of correction

Program Stability & Support
  • Step in to directly manage homes during vacancies, transitions, or instability
  • Provide hands-on leadership in employee supervision, service coordination, and behavior support when needed
  • Support recruitment and hiring to maintain fully staffed, stable programs

Health, Safety, and Compliance
  • Maintain safe environments for both individuals and employees
  • Ensure follow-through on incident reporting, behavior plans, and medical oversight
  • Participate in administrative on-call rotation

What We're Looking For
We are looking for someone who can manage both people and systems, and who is comfortable being accountable for outcomes across multiple programs.
Required
  • Experience managing a 24-hour residential program or similar environment
  • Experience supervising employees, preferably supervisors or lead staff
  • Strong working knowledge of compliance, documentation, and service delivery expectations

Preferred
  • Bachelor's degree in Psychology, Social Work, Human Services, Education, or related field
  • OIS Instructor, or ability to obtain

Certifications
  • OIS Level IF
  • First Aid/CPR
  • Ability to pass DHS background check

This is not a desk-only leadership position. Operations Managers are expected to stay closely connected to their programs and teams.

Compensation
  • Starting salary:
    $5,000-$5,560/month, depending on experience, education, and qualifications
