The stated pay scale reflects the range that Sharp reasonably expects to pay for this position. The actual pay rate and pay grade for this position will be dependent on a variety of factors, including an applicant's years of experience, unique skills and abilities, education, alignment with similar internal candidates, marketplace factors, other requirements for the position, and employer business practices.
What You Will Do
Provides a leadership role for the Web Development team encompassing all aspects of application design and development, user interfaces, data interfaces, secure programming, scalability, and system performance. Will lead IS project initiatives, provide planning expertise and act as a mentor to other technical staff.
Required Qualifications
  • 10 Years Experience in an Information Systems role with a minimum seven years of experience in application development with technology used at Sharp (HTML, CSS, JavaScript, ColdFusion, others).
  • Experience in application design patterns and principles, development methodologies, tools, and best practices.
  • Experience with both relational databases as well as NoSQL based data stores with the ability to determine the best solution based on individual project requirements and goals
  • Experience interfacing with both internal and third party APIs as well as designing and developing new APIs as part of a services oriented architecture.

Other Qualification Requirements
  • Bachelor's degree an applicable field such as Computer Science, Information Systems, Business Administration, or Health Care Administration; or relevant experience in excess of five years or appropriate certifications may substitute for degree - Required

Essential Functions
  • Design and Development
    Designs, develops, documents, and maintains web application software and databases using standard programming conventions. Implements sound system solutions that are consistent with business strategy and operational needs.
    Interprets and translates requirements and functional specifications into efficient and effective technical specifications and code.
    Minimizes the need to re-write applications via thorough analysis, creative design, and sound development of code.
    Uses sound judgment in performing change control management appropriately, including synchronization of test and production environments.
    Performs code review using sound knowledge and judgment regarding IS principles and department specifications.
    Proficient in application design and database modeling (both physical and logical).
    Creates best practices guidelines and checklist for developers to follow when designing and developing web applications.
    Documents file structures, programming constructs, installation and operating instruction and other technical features of applications developed or installed by the department.
    Exhibits structured programming methodology in code.
    Uses standardized naming conventions and ensures that other developers are following such conventions.
    Ensures that production delays do not occur due to negligence or failure to following proper procedures.
  • Leadership
    Provide leadership for product development and support, providing supervision and guidance for all activities related to web application development.
    Must demonstrate consistent ability to lead others and work without supervision.
    Trains new and existing web developers in system and operational tasks in order to maximize effectiveness and utilization of systems.
    Proposes and implements creative solutions to operational and application issues with follow-through to resolution.

    Manages end-user expectations and provides exemplary support by meeting service level agreements.

    Manages client and department expectations through effective client communication resolving conflicts and department issues independently through effective decisions.
  • Problem Analysis and Resolution
    Performs thorough analysis of applications running in Sharp environment for highest level of availability, scalability, security, and performance.
    Performs technical analysis and recommends application solutions that are flexible, highly reliable, and available.
    Ensures applications meet department expectations to be self-monitoring and capable of issuing predictive warnings of failures through existing system monitoring tools.
    Ensures that other developers in the team are performing adequate technical analysis before implementing solutions.
    Responds to requests for service within guidelines and time frames as established to meet organizational objectives.
    Customers are kept informed of the progress of their requests and notified of successful completion or need for delay.
    Performs appropriate make or buy analysis and provides recommendations to IT and Business management.
    Provides on call support as needed to troubleshoot problems as part of the on call rotation schedule. Assist others to address on call issues.
    Will take on resolution of issues from other programmers when senior level skills are required for problem resolution.
  • Project Management
    Technical Lead and Project Management - Demonstrates consistent and effective technical leadership and project management techniques.
    Creates and maintains a matrix of all assigned projects using appropriate prioritization, timing and creativity, such that projects are completed on time and within resource constraints.
    Communicates in a timely fashion both to the requestor and management when project schedules may not be meet.
    Provides executable alternative solutions to work around resource constraints.
    Analyzes department and client needs to develop a workable training plan and executes training plan appropriately.
    Assist with the development of resource allocation and scheduling using knowledge of technical work involved for implementation of solutions.
    Assists the projects manager to develop a comprehensive project plan through sound analysis, work breakdown structure, realistic resource and duration estimates, and identification of project dependencies.
    Monitors and triages project issues to appropriate team members and provides technical leadership to team members to ensure implementation of sound solutions.
    Uses knowledge of IS standards and proactive thinking to determine best technical solutions that is consistent with team's technical direction.
    Performs comprehensive risk identification and mitigation.
    Identifies the need for and implements appropriate change control procedures/documentation both departmentally and at the IS level.
    Ensures appropriate communication of project related issues.
  • System Configuration and Testing
    Manages the configuration, development, test execution, and deployment to ensure optimum system performance.
    Creates and maintains system related documentation such that features and procedures are well documented and communicated.
    Documentation allows for the continuation of functions by other programmers when the assigned primary programmer is unavailable.
    Enforces the need for all developers to keep documentation up to date and is readily available (WIKI).
    Ensures the appropriate use of test environments.
    Manages development and test environments, promotes code changes to all environments, including production.
    Consistently maintains software changes across the production and test environments according to team policy.
    Performs all levels of testing in a timely and accurate manner.
    Performs environment synchronization as required in a timely and accurate manner.
    Provides oversight to junior staff members on testing procedures to ensure that testing adequately covers code changes.
    Ensures that production delays do not occur due to negligence or failure to following proper procedures.
    Follows change management procedures and ensures that analysts and other developers also follow procedures.
  • Technology Review
    Participates in providing the leadership necessary to review current and new technologies for incorporation with existing technologies within the department.
    Develops and maintains an extraordinarily high level of skill in information technologies applicable to Sharp and web application development.
    Works closely with vendors to evaluate and recommend solutions; recommends the appropriate solutions to meet Sharp's needs, regardless of vendor.
    Acts as in-house consultant to IT application teams in the evaluation of new technologies and/or innovative solutions.
    Will lead other developers in the implementation of selected technologies and/or software solution.
    Is viewed by others in IT as the in-house technical expert.
    Works with IT personnel, vendors and clients in reviewing requests for appropriateness within the Sharp computing environment.
    Represents the department on strategic initiatives to ensure that a thorough evaluation is performed on possible impact to existing applications.
    Demonstrates strategic and forward thinking by conducting thorough analysis of downstream and upstream impact of issues and proposed solutions.

Knowledge, Skills, and Abilities
  • Demonstrate understanding of application architecture and infrastructure as they relate to service delivery including availability and performance.
  • Demonstrate understanding of secure programming concepts as they relate to web application development with ability to define solutions that mitigate risks including but not limited to the OWASP Top 10.
  • Familiarity with PCI and HIPPA compliance requirements and ability to design and develop solutions that conform to those requirements.
  • Ability to mentor junior staff members.
  • Must be able to calmly and professionally respond to frequent deadlines for reports and related tasks, and to prepare work and presentations on short notice.
  • Must be able to respond calmly and professionally to telephone or face-to-face contact from angry or frustrated users/clients.
