Job description

Position Overview:
The VP of Programming is responsible for providing the day-to-day management, staff supervision, coordination, and direction of Head Start and Early Head Start programs. The VP of Programming will report to the President. The position will provide vision and leadership to Head Start and Early Head Start staff while ensuring management functions are properly carried out in programs. These duties will be accomplished in accordance with the Head Start Program Performance Standards, National Accreditation Commission standards, Policies and Procedures, and Department of Children and Families licensing regulations.
Responsibilities:
  • Accountable for budget management, reviewing monthly financial reports, program action plans, federal and state monitoring report responses and timely submissions.
  • Lead the National Accreditation Commission re-accreditation process in collaboration with program leadership.
  • Work with the leadership team on Department of Children and Families licensing regulations, Head Start Program Performance Standards and agency requirements.
  • Manage the collection and reporting of outcome data for Head Start and Early Head Start.
  • Collaborate with the leadership team to update the Training and Technical Assistance plan annually and as needed.
  • Establishes clear responsibilities and processes for monitoring work and measuring results for meeting goals as outlined in the Head Start and Early Head Start as well as other federal and state grants.
  • Serve as Head Start and Early Head Start Director.

Supervision of Staff
  • Hire, supervise, monitor and evaluate direct reports.
  • Collaborate with Human Resources to ensure all staff meet state, federal and local requirements for health, training and experience.
  • Provide an orientation to the Head Start Program Performance Standards to all staff, contractors and consultants.
  • Manage ongoing professional development of direct service staff.
  • Facilitate meetings as needed.

Budget
  • Partner with the Vice President of Finance to write Head Start, Early Head Start and all federal and state grants.
  • Collaborate with the grant management team to ensure reports and related data is submitted timely and accurately.

Accountability and Performance Requirement
All staff members are accountable for knowing and performing the responsibilities associated with their individual position in an efficient and effective manner, understanding that each of us plays an integral role in the success of our mission. All staff will support the agency mission, vision, standards of conduct/code of ethics and strategic directions and support administrative decisions. This must demonstrated by maintaining a positive work and environment, by behaving and communicating in an appropriate manner with children, families, coworkers, supervisors and the public while achieving performance expectations.
  • Bachelor's degree in Education, Business or related field.
  • Seven (7) years of experience in supervision of staff, fiscal management and administration.
  • A minimum of five (5) years of Head Start Program management experience
  • Knowledge of Head Start Program Performance Standards, Department of Children and Families licensing regulations.
  • Ability to process and protect confidential information in a professional manner
  • Excellent organizational and time management skills.
  • Strong written and verbal communication.
  • Proven experience in recruitment and development of staff.
  • Ability to work in a fast paced environment with minimal supervision.

Preferences
  • Master's degree preferred.

Special Position Requirements
  • The incumbent must have access to a personal vehicle to use on a daily basis, maintain a valid driver's license and automobile insurance with liability limits of $300,000 (bodily injury) and $25,000 (property damage for each occurrence).
