Founded in 2020, ACRUVA Capital Partners (ACP) is a boutique, real estate investment and development firm based in Deerfield Beach, Florida, with additional operations in San Juan, Puerto Rico. ACP operates through a joint venture structure, partnering with ADC Communities (a Walker & Dunlop subsidiary) to finance, develop, and preserve affordable multifamily housing across the U.S. and Puerto Rico.

ACP aims to expand access to safe, stable, and healthy housing for extremely low- to moderate-income families, elderly individuals, and those with special needs. Their vision is to build resilient, sustainable, equitable rental communities by using innovative technologies to reduce costs and accelerate delivery timelines.

Position Summary

The Senior Vice President of Development reports directly to the President & Chief Development Officer and plays a pivotal role in ACRUVA’s mission to provide high-quality affordable housing for special needs populations. This executive leadership position leads development projects and manages Development Team members in a highly autonomous, entrepreneurial setting, working across the full breadth of the project development process — from approval of site selection through credit underwriting due diligence, financial underwriting, construction, and lease-up — in concert with the Finance and Acquisitions teams.

This position is responsible for driving meaningful impact for thousands of families by leading and expanding ACRUVA’s affordable housing portfolio across Florida, Tennessee, Georgia, and the Commonwealth of Puerto Rico.

Responsibilities
  • Direct and take full accountability for the complete development process, including site analysis, feasibility, financing applications, financial underwriting, and closing.
  • Lead and execute complex land use and entitlement strategies to secure covenants, manage deed requirements, and obtain critical government contributions.
  • Manage the design process with external consultants, architects, planners, engineers, and interior designers.
  • Serve as primary liaison with the general contractor to ensure alignment with project goals, timelines, and cost control.
  • Lead internal and external teams in securing project entitlements and public approvals including zoning, site development, and building permits.
Financial & Strategic Management
  • Collaborate with competitive funding solicitations (RFP/RFQ, NOFAs) for workforce and affordable housing development opportunities.
  • Conduct market and project-specific research including rent/income rates, operating expenses, occupancy rates, utility allowances, and unit size/mix demand.
  • Collaborate with the VP of Finance to develop detailed development budgets and critical path timelines from feasibility through asset stabilization.
  • Collaborate with the Senior Cost Accountant to process and track development sources and uses during pre-development and construction phases.
  • Lead and coordinate the closing process for development transitions involving multiple financial stakeholders.
Reporting & Communication
  • Provide regular project status updates to the President & CDO and executive leadership team.
  • Prepare and present comprehensive development reports, financial summaries, and risk assessments.
  • Represent ACRUVA at industry events, government meetings, and community stakeholder sessions.
Stakeholder & Partner Relations
  • Establish and maintain rapport with financial partners, local governments, public housing authorities, housing finance corporations, and community organizations.
  • Solicit and negotiate contracts with vendors and design professionals including general contractors, architects, surveyors, geotechnical engineers, and environmental consultants.
  • Identify and track potential issues and challenges in the development process, quantify risk and impact, and provide actionable solutions.
  • Deliver clear and concise reporting on the status and progress of all projects under management.
Team & Organizational Leadership
  • Lead and manage Development Team members in a highly autonomous, entrepreneurial setting.
  • Build cross-functional relationships across Finance, Acquisitions, Construction Management, and external partners.
  • Champion a culture of continuous improvement, transparency, and accountability throughout the development lifecycle.
  • Mentor and develop junior team members, fostering a growth-driven culture aligned with ACRUVA’s values.
Acquisitions & Growth
  • Seek and analyze new development and partnership opportunities, feasibility analysis, and competitive funding applications.
  • Support the acquisitions team in the preparation of comprehensive RFP/RFQ, NOFA, and other competitive applications.
  • Identify and evaluate new market opportunities in Florida, Tennessee, Georgia, and Puerto Rico.
Education & Experience
  • Minimum 4 years of experience in affordable housing real estate development and/or real estate project management.
  • Prior LIHTC (Low Income Housing Tax Credit) experience is strongly preferred.
  • Prior multifamily development experience in Florida is strongly preferred.
  • Master’s degree preferred; Bachelor’s with relevant experience in real estate, civil engineering, construction, urban planning, or architecture considered.
  • Proficiency with Microsoft Excel, Word, PowerPoint, and Bluebeam.
  • Ability to read and interpret construction plans for design, cost, and constructability considerations.
  • Extensive expertise in land use, zoning, entitlement, and permitting processes.
