REQUIRED EXPERIENCE:

10+ years of experience in Java backend development
5+ years in Technical Lead or Architect roles
Strong hands-on experience with:
  • Java 17+/21

  • Kafka or event-driven systems

JOB DESCRIPTION
We are looking for an experienced Java Architect to support modernization of the CMDS Provider Portal platform. This role will focus on transforming a legacy Java EE/WebSphere application into a modern cloud-native platform on Azure while supporting critical Medicaid provider operations.
The ideal candidate will have strong experience in enterprise Java architecture, API and event-driven systems, cloud modernization, and healthcare technology platforms. This is a hands-on leadership role working closely with engineering, product, and platform teams.
Key Responsibilities
  • Define application and integration architecture for provider platform modernization
  • Lead modernization initiatives from legacy Java EE/EJB systems to Spring Boot microservices
  • Design scalable REST APIs and event-driven integration patterns
  • Guide cloud-native deployment architecture on Azure
  • Support FHIR-based interoperability initiatives and healthcare integration requirements
  • Establish engineering standards for resiliency, observability, security, and performance
  • Conduct architecture and design reviews across development teams
  • Mentor senior engineers and provide technical leadership across modernization workstreams
  • Collaborate with Product, BA, DevOps, and security teams on solution delivery

Required Skills & Experience
  • 10+ years of experience in Java backend development
  • 5+ years in Technical Lead or Architect roles
  • Strong hands-on experience with:
    • Java 17+/21
    • Spring Boot 3.x
    • REST APIs and OpenAPI standards
    • Microservices architecture
    • Kafka or event-driven systems
  • Experience modernizing legacy Java EE/EJB applications
  • Strong database experience with Oracle and/or DB2
  • Experience with Azure cloud services including AKS and container-based deployments
  • Knowledge of CI/CD pipelines and Infrastructure as Code
  • Experience working in healthcare, Medicaid MMIS, or regulated environments
  • Understanding of HIPAA/HITECH compliance requirements

Preferred Skills & Experience
  • HL7 FHIR R4 / HAPI FHIR experience
  • Experience with X12 EDI transactions
  • CMS modernization or Medicaid platform experience
  • API Gateway experience (Azure APIM, Kong, Apigee)
  • Observability and distributed tracing experience
  • Experience with Azure Service BEvent Hubs
  • Exposure to multi-state healthcare platform implementations
  • Experience leveraging AI-assisted development tools such as Cursor AI, GitHub Copilot, ChatGPT, or similar platforms to improve engineering productivity, code modernization, documentation, testing, and delivery efficiency
