Summary:
The Site Safety & Health Officer (SSHO) is responsible for site-level supervision and enforcement of Health, Safety, and Environmental (HSE) requirements for construction and commissioning activities.
This role ensures that all site operations comply with OSHA regulations, client requirements, environmental standards, and Voith Hydro's HSE Management System, while actively engaging the workforce to promote a strong safety culture. The SSHO serves as the primary on-site HSE resource, providing real-time oversight, guidance, and support to ensure safe and compliant execution of all work activities.
Responsibilities:
Site HSE Supervision & Compliance
  • Serve as the primary on-site HSE representative responsible for daily safety oversight and compliance enforcement.
  • Ensure adherence to:
    • OSHA construction standards
    • Client-specific HSE requirements
    • Voith HSE policies and procedures
  • Monitor and enforce safe work practices across all site activities.

Site-Specific HSE Planning & Execution
  • Support development and implementation of:
    • Site Safety Management Plans (SSMPs)
    • Job Safety Analyses (JSAs)
    • Environmental protection plans
    • Emergency response plans
  • Ensure all phases of work are supported by appropriate HSE planning:
    • Mobilization and setup
    • Active construction and installation
    • Commissioning and testing
    • Demobilization

Risk Assessment & High-Risk Activity Oversight
  • Conduct routine hazard assessments, field inspections, and safety observations.
  • Provide direct oversight of high-risk activities, including:
    • Lifting and rigging operations
    • Electrical work and commissioning
    • Confined space entry
    • Lockout/Tagout (LOTO)
  • Take immediate action to correct unsafe behaviors or conditions.

Environmental Compliance & Site Protection
  • Ensure environmental compliance at the site level, including:
    • Spill prevention and response
    • Waste handling, storage, and disposal
    • Protection of surrounding land and water resources
  • Support implementation of environmental controls aligned with regulatory requirements and internal waste management practices.

Incident Management & Reporting
  • Lead initial response and reporting for incidents, including:
    • Injury, near miss, and environmental events
  • Support incident investigations, including:
    • Fact finding
    • Root cause analysis
    • Corrective action development
  • Ensure timely reporting and follow-up on corrective actions.

Training, Communication & Workforce Engagement
  • Conduct or support:
    • Site orientations
    • Daily/weekly toolbox talks
    • Safety meetings and briefings
  • Promote core HSE behaviors and programs, including:
    • Stop Work Authority
    • Behavior-based safety
  • Reinforce safety expectations with employees and contractors.

Audit & Inspection Support
  • Support internal and external HSE audits by:
    • Maintaining site records and documentation
    • Demonstrating compliance with regulatory and company standards
  • Assist with regulatory inspections and client reviews.

Coordination & Reporting
  • Maintain accurate HSE documentation, including:
    • Inspection reports
    • Incident reports
    • Training records
  • Provide regular updates to the HSE Manager - Construction & Commissioning regarding site performance, risks, and required actions.

Requirements:
Education & Certifications
  • High School Diploma required; Associate or Bachelor's degree in Occupational Safety, Environmental Science, or related field preferred
  • Preferred certifications:
    • OSHA 500
    • CHST (Construction Health & Safety Technician) or equivalent

Experience
  • Minimum 3-7 years of HSE experience in:
    • Construction, Energy Sector, Industrial or Commissioning environments
  • Experience serving in a site-based HSE role (SSHO or equivalent) preferred

Technical Knowledge
  • Strong working knowledge of:
    • OSHA construction standards
    • Site-specific HSE planning (SSMPs, JSAs)
  • Working understanding of:
    • Environmental compliance at construction sites (waste, spill control, protection measures)
  • Familiarity with:
    • High-risk field operations (rigging, electrical, confined space, LOTO)
