What You Will Do
The Programmatic Management and Requirements Group (PPI-1) is seeking an experienced, collaborative, and mission-focused leader to serve as a Manager of Projects 4 primarily supporting the Capital Assets Equipment Portfolio. The selected candidate will reside in PPI-1 with significant interaction and reporting to the Plutonium Modernization Mission Office (PMMO). The selected candidate will provide management and strategic execution leadership for a diverse capital equipment portfolio supporting federal customer requirements, Weapons Programs priorities, and LANL's national security mission.
Working under the limited direction of the Maintenance, Equipment and Qualification (MEQ) Program Director and the PPI-1 Project Director, the Manager of Projects 4 will lead and integrate complex capital equipment scope across programmatic, operational, readiness, facility, engineering, procurement, construction, safety, security, quality, and compliance interfaces. This position will collaborate with program managers, internal LANL stakeholders, the Associate Laboratory Director for Weapons Production organizations, the Associate Laboratory Directorate for Plutonium Infrastructure, project execution organizations, and federal customers to ensure equipment scope is planned, funded, executed, and delivered in alignment with mission needs.
The selected candidate will serve as a key member of PPI-1 with informal deployment to the MEQ Program Director and will provide leadership, vision, tactical planning, and performance oversight for assigned portfolios while balancing the best interests of the customer, the program, LANL, and the broader plutonium mission. This role requires the ability to influence across organizational boundaries, build trusted relationships, manage competing priorities, and identify emerging risks, strategic shifts, and potential solutions for senior leadership consideration.
As a Manager of Projects 4, the selected candidate will provide first-line management and portfolio leadership primarily for the Capital Assets Portfolio supporting high-consequence nuclear and mission-critical operations. The selected candidate will serve as a key interface with internal customers and federal stakeholders to strategize, develop, negotiate, communicate, and define scope in accordance with Laboratory and Weapons Programs missions and priorities.
In this role, you will:

• Lead assigned capital assets portfolio scope, including planning, execution oversight, integration, risk management, performance management and stakeholder alignment.
• Provide first-line management for assigned personnel, including work planning, assignments, mentoring, performance management, career development, and team recognition.
• Manage cost, schedule, risk, scope, funding alignment, and execution performance across multiple capital equipment efforts.
• Serve as an interface with internal customers to define priorities, develop scope, negotiate resources, resolve issues, and support execution of programmatic commitments.
• Collaborate with Weapons Production organizations, Plutonium Infrastructure, facility operations, engineering, procurement, construction, safety, security, quality, and other project execution stakeholders.
• Support development and review of project and program plans, schedules, estimates, forecasts, performance metrics, change-control actions, and key deliverables.
• Integrate moderately to highly complex programmatic equipment work with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives.
• Identify project and portfolio risks, develop mitigation strategies, and communicate potential issues, impacts, and recommended solutions to leadership.
• Provide leadership, vision, tactical planning, and execution oversight to ensure assigned work scope meets federal customer needs, time frames, and funding requirements.
• Build and sustain trusted relationships with senior internal and external stakeholders while promoting alignment across organizations with competing priorities.
• Foster a strong culture of safety, security, quality, accountability, inclusion, operational excellence, and continuous improvement.

Technical, Operational, and Nuclear Facility Knowledge

• Technical or operational management experience in one or more of the following areas: capital line-item construction projects, general plant projects, nuclear facilities, nuclear facility-related programs, technical operations, line management, or mission-critical infrastructure.
• Experience should include one or more of the following elements: safety, safeguards, security, radiation protection, waste management, criticality safety, conduct of operations, quality assurance, or quality control.
• Program and Project Management
• Advanced knowledge of and demonstrated experience in program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones.
• Demonstrated experience developing cost, scope, and schedule baselines; reporting cost and schedule variance; managing change control; and identifying and mitigating risk.
• Fundamental knowledge and experience with Earned Value Management System (EVMS) and ability to collaborate effectively with project controls personnel.
• Proven strong analytical skills with demonstrated ability to make informed decisions, identify trends, and forecast performance based on data analysis.
• Demonstrated experience managing cost control including financial acumen to track expenditures, forecast costs, and manage resource allocation.
• Portfolio Integration
• Demonstrated ability to manage multiple projects or portfolio components concurrently and integrate assigned work with other programs, projects, facility priorities, and institutional commitments.
• Knowledge of regulatory and Laboratory requirements related to assigned programmatic work.
• Demonstrated ability to provide direction to a project-management or program-management team and drive execution across organizational interfaces.

Risk and Performance Management

• Knowledge of risk management and ability to identify and monitor threats or uncertainties that could impact projects.
• Demonstrated ability to identify emerging issues, assess impacts to scope, schedule, cost, safety, quality, or mission delivery, and develop actionable mitigation strategies.
• Ability to define and measure key performance indicators, establish baselines, and calculate metrics like SPI (Schedule Performance Index) and CPI (Cost Performance Index).

Education/Experience for Manager of Projects 4
Position requires a bachelor's degree from an accredited institution and 8 years of related technical, operational, program management, or project management experience; or an equivalent combination of education and experience directly related to the occupation. At this level, an advanced degree may be expected.
Desired Qualifications:

• Active Q clearance and the ability to obtain unescorted access into PF-4.
• Familiarity with TA-55 facility operations and related programmatic activities.
• Experience supporting high-hazard activities in RLUOB, PF-4, RLW, RANT, TWF, CMR, or similar nuclear or high-consequence facilities.
• Specific knowledge of LANL facilities, programs, and projects related to Weapons Infrastructure.
• Experience with capital equipment design, procurement, installation, commissioning, transition to operations, readiness, or sustainment.
• Familiarity with programmatic equipment portfolios supporting plutonium infrastructure or Weapons Production mission objectives.
• Experience leading or supporting integrated project teams, cross-functional execution teams, or complex stakeholder-governance forums.

The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment:
Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q(Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
