Summary:

The Legal Specialist supports UNC Health's participation in the North Carolina Rural Organizations Orchestrating Transformation for Sustainability (ROOTS) Hub as part of the State's Rural Health Transformation Program. As the NC ROOTS Region 4 Hub Lead, UNC Health collaborates with the North Carolina Department of Health and Human Services (NCDHHS), healthcare organizations, and community partners to improve the health and well-being of rural populations across Region 4 and throughout North Carolina. The Legal Specialist supports the legal, risk, and audit functions of the NC ROOTS Region 4 Hub by coordinating operational projects, process improvement initiatives, legal technology implementations, contract administration activities, compliance documentation, subrecipient and partnership agreement support, regulatory tracking, and audit preparedness efforts. 

This role is ideal for someone with foundational legal knowledge who is expanding into project coordination, legal operations, and systems support. The Legal Specialist works closely with attorneys, Hub leadership, community partners, and stakeholders to support the implementation, compliance, and long-term sustainability of the ROOTS initiative while contributing to the strategic goals of the Region 4 Hub.

Responsibilities:
Project Coordination & Legal Operations Support: Track deliverables and follow-ups for legal projects including contract lifecycle management (CLM), intake redesign, eBilling, audits, and risk initiatives. Schedule and document meetings, maintain project trackers, and support cross-functional teams on legal initiatives. Collaborate with attorneys and the Legal Operations team to implement process changes and technology rollouts. Manage legal service workflows and requests through platforms such as ServiceNow.
Legal Research, Drafting, & Communication: Conduct legal research on statutes, regulations, and case law; analyze findings to support internal legal matters.Draft routine contracts, legal forms, and internal correspondence under attorney supervision. Prepare internal legal summaries, communications, and updates for clients and departments. Monitor regulatory updates and assist in implementing compliance-related policies and training materials.
Process Mapping & SOP Development: Map existing workflows using Visio or similar tools; identify areas for process improvement. Create and maintain SOPs, quick reference guides, playbooks, and department documentation. Organize legal templates, maintain version control, and ensure accessibility of legal resources.
Legal Technology & System Support:   Support testing, implementation, and troubleshooting of legal tech tools.  Develop onboarding guides and training resources for internal users.  Serve as a first point of contact for routine legal tech and process-related questions.
Contract & Litigation Support:   Assist with the coordination of the contract review process, tracking timelines and supporting document organization.  Provide administrative and research support for litigation and dispute resolution matters.
Reporting & Metrics:   Assist in preparing legal reports, dashboards, and tracking tools related to contract volume, intake trends, and project progress. Maintain logs, templates, and centralized resource libraries for the legal department.
Client & Stakeholder Engagement:  Act as a liaison between the legal department and internal stakeholders across the organization.  Communicate legal and operational information clearly to clients and department leads.  Provide education and guidance on legal procedures, compliance topics, and system usage.

Paralegal certificate required.
Professional Experience Requirements:
With a Bachelor's degree, requires one (1) year of experience.
With an Associate's degree, requires five (5) years of experience.

Knowledge and understanding of practice areas, processes, procedures, rules, and regulations is required.
Ability to identify and understand opportunities, issues and problems and convey information clearly and concisely.
