Content Development and Delivery SME/Instructor (CI)
Summary
C² Technologies, Inc. is seeking a Content Development and Delivery SME/Instructor (CI) to deliver expert instruction and support curriculum development in the area of Counterintelligence (CI). This role requires deep CI subject-matter expertise, strong instructional delivery skills, and the ability to translate operational concepts into instructionally sound, mission-aligned learning products for Department of Defense (DoD) audiences.
Responsibilities
• Provide expert-level instruction in CI-related topics to DoD personnel across classroom, virtual, and blended environments.
• Serve as a CI subject-matter expert during course development, content reviews, and technical validation.
• Collaborate with Instructional Systems Designers (ISDs) to ensure content accuracy, alignment with learning objectives, and instructional best practices.
• Develop realistic CI scenarios, exercises, and case studies to support experiential learning.
• Ensure all instructional materials comply with CI-specific policies, DoD guidance, and security classification requirements.
• Maintain up-to-date knowledge of CI doctrine, tradecraft, investigative methods, and emerging threats.
• Review and enhance curriculum content based on learner needs, feedback, and mission priorities.
Education
• Bachelor's degree from an accredited institution.
Experience - Required
• Current Top Secret clearance with SCI eligibility.
• Minimum five (5) years of operational experience in Counterintelligence.
• Minimum two (2) years of experience delivering formal instruction to adult learners.
• Experience applying CI tradecraft, investigative methods, or operational practices in real-world environments.
Experience - Preferred
• Eight (8+) years of operational CI experience.
• Experience delivering CI training in DoD or federal training environments.
• Experience supporting curriculum updates, scenario development, and instructional content improvement.
• Completion of JCITA or equivalent CI training programs.
Tools & Software
• Virtual instruction platforms (Adobe Connect, MS Teams, Zoom, WebEx).
• Instructional delivery and presentation tools (PowerPoint, Word).
• Secure collaboration systems and classified environment document-control tools.
Knowledge & Skills
• Expert understanding of CI policy, doctrine, threat analysis, and operational practices.
• Strong facilitation, communication, and adult-learning instructional skills.
• Ability to translate complex CI concepts into clear, instructionally effective training materials.
• Strict adherence to classification handling, dissemination controls, and mission-specific sensitivities.
• Ability to collaborate with ISDs, SMEs, analysts, and mission stakeholders.

Base Salary Range: $50,000 - $100,000 / year. Our salary ranges are determined by role, level, and structural alignment. Individual pay is influenced by several factors, including the candidate's work location, relevant experience, skillset, and contract constraints.
