Job description

Reporting to the Vice President, Home Services or designated executive leader, the Vice President, Transportation provides enterprise-wide leadership and strategic oversight for transportation services across all WelbeHealth markets. This role is accountable for developing and executing transportation strategy, ensuring safe, reliable, compliant, participant-centered, and cost-effective operations that support organizational growth and mission delivery. The Vice President, Transportation leads transportation performance, fleet and vendor management, regulatory compliance, technology enablement, and operational excellence while building scalable infrastructure, establishing enterprise standards, and driving continuous improvement across the organization.

This role is different because the Vice President, Transportation at WelbeHealth:

  • Leads the enterprise vision for transportation operations, building scalable strategies, standards, and infrastructure that ensure safe, reliable, and participant-centered transportation services across a rapidly growing national PACE organization
  • Drives operational excellence through executive leadership and cross-functional collaboration, partnering with Clinical, Operations, Finance, Technology, and Home Services leaders to optimize transportation performance, fleet strategy, vendor partnerships, and participant experience while supporting organizational growth

On the day-to-day, you will:

  • Provide executive leadership and enterprise oversight for all transportation operations across WelbeHealth, ensuring consistent, high-quality, compliant service delivery across all markets, as well as set the strategic direction and long-range roadmap for transportation operations, aligning service models, infrastructure, workforce planning, and investments with organizational growth objectives
  • Develop and execute scalable transportation strategies to support market expansion, participant access, operational resilience, and evolving business needs, as well as establish enterprise transportation standards, governance, policies, and operating procedures that drive consistency, accountability, safety, and service excellence
  • Own transportation performance across the organization, including service levels, safety outcomes, regulatory compliance, participant experience, cost management, labor productivity, and operational efficiency
  • Lead the design and implementation of transportation operating models, including fleet, brokered, and hybrid solutions, to support local market needs while maintaining enterprise standards
  • Partner closely with Operations, Clinical, Finance, Human Resources, Compliance, Procurement, and Technology leaders to ensure transportation solutions are integrated, participant-centered, and operationally effective
  • Oversee the development, management, and optimization of the national transportation budget, including forecasting, capital planning, expense controls, and return-on investment evaluation for strategic initiatives
  • Direct enterprise fleet strategy, including acquisition, replacement planning, maintenance standards, lifecycle management, utilization optimization, and safety performance, as well as lead sourcing strategy, vendor selection, contract negotiations, and ongoing performance management for transportation providers, fleet partners, and related service vendors

Job requirements include:

  • Bachelor’s degree in logistics, transportation, supply chain management, business, healthcare administration, or a related field required; master’s degree preferred
  • Valid driver’s license for at least five (5) years with no more than one (1) moving violation or one (1) at-fault accident in the last three (3) years
  • Minimum of twelve (12) to fifteen (15) years of progressive leadership experience in transportation, logistics, fleet operations, healthcare transportation, or another highly regulated operating environment, including significant multi-site or national responsibility
  • Minimum of seven (7) years of senior leadership experience overseeing managers and leaders, with demonstrated success building teams, leading through growth, and driving organizational transformation
  • Experience in healthcare services, senior care, non-emergency medical transportation, or PACE strongly preferred
  • Demonstrated success developing and executing enterprise strategy, operating models, and large-scale initiatives that improve performance, scalability, and participant or customer experience
  • Experience leading fleet lifecycle management, transportation procurement, and vendor governance at scale
  • Strong financial acumen with experience managing large operating budgets, capital planning, vendor economics, contract negotiations, and cost optimization initiatives
  • Deep knowledge of transportation safety, regulatory compliance, risk management, and audit readiness in complex, multi-jurisdictional environments
  • Experience implementing and optimizing transportation technologies, including routing, dispatch, GPS, telematics, maintenance systems, and performance reporting tools
  • 50% travel required
