Job description

WORK OBJECTIVE:
Under the direction of the Manager, Bus Equipment and Maintenance, plans, organizes, develops, and directs overall operation of the Garage Workgroup within the Bus Maintenance Department.
ESSENTIAL FUNCTIONS:
The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. โ€ข Directs Metro staff members in vehicle maintenance and shares in the responsibility of facility maintenance for the assigned location and assigned loops and transit centers. โ€ข Maintains an adequate number of safe, clean, reliable vehicles for revenue service, as well as the overall cleanliness and repair of the interior and exterior of all equipment, buildings, and grounds, in all seasons, for the locations assigned. โ€ข Provides 24-hour coverage for the location of overseeing vehicles, facilities, maintenance systems, and equipment. โ€ข Develops, evaluates, and maintains a computerized preventive maintenance system, prepares maintenance work schedules, ensures conformance to maintenance policies and procedures. โ€ข Confirms and manages outside contractors for technical and contractual compliance. โ€ข Conducts assessment of vehicles, equipment, and facilities to identify needed upgrades, improvements, and repairs. โ€ข Provides fiscal management to ensure proper utilization of financial resources. โ€ข Assists management with operating and capital budgets for vehicle, equipment, facilities, and systems. โ€ข Conducts employee assessments and evaluations; investigates employee conduct and administers discipline as warranted. โ€ข Ensures the safety and comfort of all employees, customers, and visitors. โ€ข Develops job-related knowledge, skills, and abilities. โ€ข Performs additional duties as required.
KNOWLEDGE, SKILLS and ABILITIES:
Must possess working knowledge in operation and maintenance of State DOT; Federal DOT; FMVSS; OSHA/PESH, DEC, and EPA Regulations, Safety and Fire codes, and Union contracts. Must possess leadership ability and team building skills to effectively supervise professional and non-professional staff and to interact with all levels of management; strong verbal and written communication skills; well-developed problem solving skills and the ability to develop conceptual alternatives; ability to seek out new methods and principles and willingness to incorporate them into existing maintenance practices with the approval of management; ability to plan, organize, develop, implement, and interpret programs, goals, objectives, and procedures for both vehicles, staff, and facilities. Well versed in the ability to operate a personal computer.
PHYSICAL REQUIREMENTS:
Tasks involve the intermittent performance of physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling, or crouching, climbing of ladders and stairs, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
ENVIRONMENTAL REQUIREMENTS:
Some tasks are performed in a shop environment, where heightened awareness to surroundings and observance of established safety precautions are essential in avoidance of injury or accidents. Some tasks are performed in the field with potential for intermittent exposure to disagreeable elements (e.g., high voltage, extreme temperatures, high working heights, confined spaces). Tasks include working around moving parts, equipment, carts, and material handling where physical risks are predictable/controllable by observance of standard safety precautions.
MINIMUM QUALIFICATIONS:
Must possess an Associate's degree in Electrical, Mechanical, Diesel, or Automotive Technology, plus seven years of relevant transit experience or an equivalent combination of experience and education; three years of supervisory experience in hiring, motivating, training, appraising, and directing staff is preferred.
