Duties
Help
  • You will develop and implement guidance and directive(s) for local users on the proper use and safeguarding of COMSEC (Communication Security) key and material utilized by the EKMS (Electronic Key Management System) staff and Local Element(s).
  • You will review and provide oversight of the EKMS/COMSEC EAP, ensuring personnel are familiar and trained on emergency procedures and is coordinated with the commands overall emergency action plan.
  • You will work with senior level command, staff and supported customers on a regular basis.
  • You will brief, as required, senior level staff on matters pertaining to COMSEC and advises the Commander on new policy and procedure that arise from DoN or higher authority.
  • You will be designated in writing by the Commander as the Staff COMSEC Responsible Officer, and acts on the Commander's behalf and is the principle advisor concerning all matters relating to COMSEC and EKMS.
  • You will appoint the Key Management Infrastructure Operating Account Manager (KOAM)/EKMS/COMSEC Primary and Alternate Manager(s) in
    writing IAW established DoN Policy.

  • You will be required to obtain and maintain an interim and/or final security TOP SECRET/SCI clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You must have completed and passed the KMI Course of instruction (COI) (V-4C-0013).
  • You must be knowledgeable on current DoN EKMS/COMSEC orders and directives.
  • You must be knowledgeable on current DoN key devices (SKL) both operationally and administrative requirements.
  • You must be familiar with In-Line-Encryption devices and the operations of the STE Phone and associated KSV-21 card.
  • This position must comply with DoD Cyber Workforce Framework (DCWF) Work Role and Proficiency Level Requirements.
  • This is a Cyberspace Workforce position, work role code COMSEC Manager, proficiency level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This is a Cyberspace Workforce position, work role code Technical Support Specialist, level Basic the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Receives, reviews and implements any recommended corrective action results from the Audit Team(s).
