Utility Construction Superintendent (9KS.26) Location FORT RILEY, KS (FRUS) Job Code 9KS.26 Pay range $74,874 - $127,406 Annually

American States Utility Services, Inc. provides water and wastewater services on military installations throughout the United States. The company serves installations in Maryland, North Carolina, South Carolina, Texas, New Mexico, Virginia, Florida, Kansas and Massachusetts.

SUPERVISORY RESPONSIBILITIES

The Construction Superintendent is a key member of the Construction Team, reporting to the Construction Program Leader or Manager. The incumbent directs and supervises water and wastewater construction crews, oversees routine to complex technical and administrative assignments, coordinates subcontractors, ensures safety compliance, manages and tracks cost, and maintains positive relationships within the team.

PRIMARY JOB FUNCTIONS
  • Works with the Construction Program Leader to oversee Foreman, Operators and Workers across all phases of water and wastewater system construction.
  • Acts as supervisor of construction crew members.
  • Manages, coordinates and schedules the daily operations of construction personnel.
  • Leads method and deed focusing on quality and quality management.
  • Ensures Crew compliance with safety rules, regulations, policies and procedures; collaborates with EH&S Coordinator.
  • Conducts safety meetings and inspections and maintains safety documentation.
  • Oversees equipment procurement and reports equipment needs.
  • Reviews drawings, identifies material needs, manages inventory, and coordinates procurement.
  • Provides scope of work, productivity estimates and schedules for capital projects.
  • Handles customer service related issues and functions.
  • Mentors and supervises field personnel, fostering growth and training.
  • Prepares work plans, schedules, and directs work crews and subcontractors to assure efficiency.
  • Develops and maintains an employee relations plan; supervises and evaluates performance.
  • Oversees compliance with budgets and participates in budget development.
  • Ensures employee development and training to achieve required skill levels.
  • Ensures field collected data is maintained daily and submitted electronically.
  • Reports unsafe conditions to EH&S Coordinator and/or Construction Program Leader.
  • Available to start new crews at new contracts or existing installations.
  • Makes positive relationships with governmental entities.
  • Travels as required by subsidiary needs.
  • Acts as Construction Program Leader when needed.
  • Performs other duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES REQUIRED
  • High school diploma or equivalent.
  • Eight (8) years of prior water and wastewater system construction experience.
  • At least four (4) years of supervisory experience as a Foreman on utility construction projects.
  • Proficient in handling trench box and quick shoring.
  • Strong knowledge of utility plans and specifications.
  • Proficient with lasers, line and grade, excavation, and dewatering.
  • Committed to quality service.
  • Responsive to supervision.

  • Encourages cooperation, team spirit and inclusiveness.
  • Strong communication and organizational skills with attention to detail.
  • Communicates effectively with varying audiences.
  • Proficient in operating heavy machinery (dump truck, backhoe, mini excavator, track excavator, skidsteer, loader, asphalt roller).
  • Strong oral and written communication with local officials, company management, customers and others.
  • Basic computer skills.
  • Valid Driver’s License issued by the state of employment.
  • United States Citizen.
  • Working knowledge of general hand tools and power tools.
  • Must complete Federal OSHA and/or State mandated safety training with annual refresher courses.
PHYSICAL REQUIREMENTS
  • Work in extreme weather conditions.
  • Lift and carry loads up to 50 lbs; push or pull up to 100 lbs.
  • Work in confined spaces.
  • Work in areas with noise and chemicals.
  • Standing, sitting, walking, lifting, carrying, pushing/pulling, reaching, handling, fine dexterity, kneeling, crouching, crawling, bending, twisting, climbing, balancing, vision, hearing, talking, hand & foot controls.
