Job Summary


B&A is looking for a Business Analyst to join a contract with a federal government client in support of an important mission. In this role, you will have the opportunity to work with a great team while supporting the US Courts OSCAR program. We are seeking an experienced Business Analyst with deep expertise in HRIS, Process Automation, and a proven track record of team leadership. The ideal candidate will bridge the gap between business needs and technical solutions, ensuring secure, seamless, and scalable HRIS implementations while automating manual processes. You will play a pivotal role in designing and optimizing user authentication processes while leading a team of analysts and collaborating closely with cross-functional teams.


Responsibilities

• Serve as a functional subject-matter expert for USA Staffing and USAJOBS, supporting the full hiring lifecycle — job opportunity announcement creation, applicant assessment, certificate issuance, selection, and onboarding.

• Configure and maintain system settings, templates, assessment packages, notifications, and workflows within USA Staffing to reflect client staffing policies and OPM requirements.

• Coordinate the accurate posting of job announcements to USAJOBS and troubleshoot integration, data, and applicant-facing issues between USAJOBS and USA Staffing.

• Elicit, analyze, document, and validate business requirements from HR specialists, staffing teams, hiring managers, and client leadership, translating them into functional and system requirements.

• Map current-state ('as-is') and future-state ('to-be') hiring workflows; identify bottlenecks and opportunities to reduce time-to-hire.

• Produce clear business documentation — standard operating procedures (SOPs), user stories, use cases, process flows, and requirements traceability matrices.

• Recommend and help implement process and system improvements that enhance efficiency, compliance, data quality, and the applicant and hiring-manager experience.

• Analyze talent acquisition data to surface trends, measure performance against hiring goals, and support data-driven decisions.

• Help ensure the integrity and consistency of data exchanged between talent acquisition systems and downstream HR and personnel systems.

• Coordinate and execute functional, integration, and user acceptance testing (UAT) for system releases, enhancements, and OPM-driven updates.

• Review OPM release notes, assess client impact, and communicate changes to affected HR staff and stakeholders.

• Act as a liaison among client HR offices, B&A technical teams, and OPM system owners/help desks; research and resolve user issues and escalate complex defects.

• Develop and deliver training, job aids, and end-user support for HR specialists and hiring managers, and help ensure processes comply with federal merit system principles and applicable regulations.


Education and Experience

  • Bachelor's degree in Human Resources, Information Systems, Business Administration, Public Administration, or a related field — or equivalent combination of education and relevant experience.
  • 7+ years of experience in business analysis

Required Skills

  • 3+ years of business analysis experience, including gathering requirements and supporting HRIS, applicant tracking, or talent acquisition systems.
  • Hands-on experience with USA Staffing and/or USAJOBS (as a configuration analyst, administrator, 'super user,' or functional analyst).
  • Working knowledge of the federal hiring lifecycle — announcement, assessment, certification, selection, and onboarding — and federal HR concepts such as merit system principles and veterans' preference.
  • Demonstrated skill in requirements gathering, process mapping, and writing clear functional documentation (user stories, use cases, SOPs).
  • Experience supporting functional/user acceptance testing (UAT) for system changes and releases.
  • Strong analytical skills, including the ability to build reports or analyze data in tools such as Excel, Cognos, or comparable BI platforms.
  • Excellent written and verbal communication skills, with the ability to translate between business and technical audiences.
  • Ability to obtain and maintain a U.S. Government Public Trust / suitability determination; U.S. work authorization required.


Desired Skills


  • Prior experience supporting federal agency human capital or talent acquisition programs as a contractor.
  • Experience with USA Hire assessments and/or USA Staffing Onboarding.
  • Familiarity with Agile/Scrum delivery, ServiceNow or a comparable ticketing system, and SharePoint.
  • Business analysis or project management certification (e.g., CBAP, PMI-PBA, PMP) or a federal HR / IPMA-HR credential.
