Job Summary:

As the Outside Plant Construction Manager I, II, III, you will ultimately be responsible for managing outside plant (OSP) construction operations, leading construction crews, and ensuring projects are completed safely, on time, and within budget. You will coordinate field operations, supervise construction personnel, and deliver high-quality project execution across multiple job sites. As the Outside Plant Construction Manager, your customers are project managers, field crews, telecommunications clients, and internal stakeholders, and you will make meaningful contributions to the company's success through operational leadership, quality project delivery, and a commitment to safety.

Key Responsibilities (Including, but not limited to):

  • Manage and coordinate the daily activities of assigned construction crews
  • Evaluate employee performance, provide coaching, and support the development of field personnel
  • Enforce company policies, procedures, and safety requirements
  • Administer employee performance management and corrective actions when appropriate
  • Train, mentor, and oversee Foremen assigned to construction projects
  • Coordinate project scheduling, material ordering, and resource planning with Project Managers
  • Coordinate job site activities and planning with customers and project stakeholders
  • Order materials for assigned construction projects
  • Review crew timesheets, job documentation, and project setup requirements
  • Review and approve project invoices
  • Ensure projects are completed safely, on schedule, and within budget
  • Track project milestones, production, and deliverables throughout the project lifecycle
  • Review and complete daily production reports, mark-up maps, as-built documentation, and project closeout packages
  • Participate in interviewing, hiring, and developing field personnel
  • Additional responsibilities within functional scope based on business needs

Required Qualifications:

Education, Licensing, and Certifications

  • High school diploma or equivalent required
  • Valid driver's license with a clean driving record
  • CPR/First Aid Certification preferred
  • OSHA 30 Certification preferred

Experience

  • Experience managing construction crews and outside plant (OSP) construction projects
  • Experience with aerial and/or underground telecommunications construction, including OSP, FTTH, FTTx, and fiber splicing operations
  • Experience coordinating project schedules, materials, budgets, and field operations
  • Experience supervising field personnel and supporting employee development

Skills and Abilities

  • Proven ability to lead construction crews while ensuring work is performed safely, accurately, and efficiently
  • Ability to read and interpret construction drawings, blueprints, specifications, contracts, and project documentation
  • Strong leadership, organizational, communication, and interpersonal skills
  • Proficiency with Microsoft Office applications including Excel and Word, scheduling software, and HCSS HeavyBid or similar construction software
  • Ability to analyze budgets, estimates, forecasts, percentages, ratios, and production metrics
  • Ability to interpret RFPs, contracts, financial reports, operating manuals, and safety regulations
  • Ability to effectively communicate with employees, customers, regulatory agencies, and executive leadership
  • Strong analytical and problem-solving skills with exceptional attention to detail
  • Ability to manage multiple priorities while meeting project deadlines

Preferred Qualifications:

  • CPR/First Aid Certification
  • OSHA 30 Certification
  • Experience supporting broadband, telecommunications, or utility infrastructure construction projects
  • Experience leading multi-crew or traveling construction operations

Physical Requirements:

  • Ability to travel extensively (75–100%) to project locations
  • Ability to work indoors and outdoors in varying weather conditions
  • Ability to work safely around heavy equipment and active construction sites
  • Ability to maintain visual and audible awareness of personnel, equipment, and surrounding hazards
  • Ability to lift and carry up to 50 lbs.
  • Ability to stand, walk, bend, kneel, squat, climb, push, pull, twist, and perform physically demanding work for extended periods
  • Ability to wear required personal protective equipment (PPE), including safety boots, hard hat, safety glasses, and other required safety equipment
