Schedule: Monday - Friday; 10:00am-6:00pm
Flexibility for weekend availability to support clients and program
Job Summary:
The Program Supervisor provides day-to-day operational and staff leadership for the Faith House Emergency Shelter, ensuring safe, trauma-informed, participant-centered services are delivered in accordance with agency policies, licensing standards, contractual requirements, and best practices. This position supervises shelter staff, supports program operations, maintains compliance and documentation standards, responds to participant and facility needs, and partners with the Program Manager to promote a safe, effective, and supportive shelter environment for survivors of domestic violence.
Responsibilities:
- Model trauma-informed, participant-centered practices while maintaining professional boundaries and ethical standards.
- Complete participant intake, orientation, crisis intervention, safety planning, interim service plans, and lethality/basic needs assessments.
- Develop, implement, and update individualized FOCUS Plans in collaboration with participants.
- Maintain complete, accurate, and timely participant documentation, case files, and electronic records in accordance with agency, funding, licensing, and confidentiality requirements.
- Facilitate psychoeducational and support groups or provide oversight and coaching to staff facilitating groups to ensure services are culturally responsive and participant-centered.
- Respond appropriately to participant crises, behavioral concerns, conflicts, and emergency situations using trauma-informed de-escalation techniques.
- Coordinate participant referrals, resource connections, discharge planning, and transition services.
- Provide day-to-day supervision, coaching, guidance, and technical support to assigned shelter staff.
- Participate in recruitment, interviewing, hiring, onboarding, transfers, corrective action, separations, and employee development in partnership with the Program Manager and Human Resources.
- Conduct program and facility orientation for new staff and ensure employees are trained on procedures, safety practices, confidentiality requirements, and professional standards.
- Complete employee performance evaluations, competencies, and required documentation within established timeframes.
- Conduct regular staff meetings and promote accountability, teamwork, and quality participant services.
- Coordinate daily staffing and schedules to ensure appropriate coverage and continuity of shelter operations.
- Review and approve employee timecards, leave requests, status changes, transfer requests, and other personnel transactions accurately and timely.
- Monitor staff compliance with agency policies, licensing requirements, grant requirements, professional standards, mandatory training, and safety procedures.
- Support the Program Manager with participant intake, discharge planning, utilization management, operational planning, staffing coordination, and continuous quality improvement initiatives.
- Meet regularly with the Program Manager to review program operations, staffing needs, participant concerns, operational priorities, and problem-solving strategies.
- Oversee the day-to-day operations, safety, security, cleanliness, and functionality of the shelter environment.
- Complete and submit required reports, statistics, incident reports, daily activity logs, administrative documentation, and other required program records accurately and within established deadlines.
- Review participant documentation to ensure accuracy, completeness, and compliance with agency, contractual, licensing, and funding requirements.
- Support administrative reporting, contract compliance, audits, and quality assurance activities as assigned.
- Maintain confidentiality of participant, employee, and organizational information in accordance with agency policy and applicable laws.
- Participate in the shelter's on-call rotation and respond to participant, staffing, operational, facility, and emergency situations in accordance with agency policy.
- Establish and maintain collaborative working relationships with participants, staff, community partners, law enforcement, healthcare providers, and other service organizations.
- Participate in required meetings, trainings, committees, and professional development activities.
- Perform other duties as assigned in support of program operations and organizational objectives.
Qualifications:
Education:
- High School Diploma or GED required.
- Associate degree or bachelor’s degree in Social Work, Human Services, Behavioral Health, Psychology, or a related field preferred.
Experience:
- Minimum two (2) years of experience working in domestic violence services, shelter operations, housing programs, case management, crisis intervention, or other related human services programs required.
- Previous experience supervising staff or coordinating day-to-day operations required.
- Knowledge of trauma-informed practices, crisis intervention, participant-centered service delivery, and community resources required.
- Experience working with individuals impacted by domestic violence, homelessness, or other vulnerable populations preferred.
- Experience with documentation, case management systems, reporting, and program compliance preferred.
- Bilingual (English/Spanish) verbal communication required.
- Ability to maintain professionalism, confidentiality, sound judgment, cultural competency, and effective working relationships with diverse populations.
- Strong verbal and written communication, organizational, interpersonal, and problem-solving skills required.
- Ability to manage multiple priorities in a fast-paced environment while supporting quality participant services.
Working Conditions/Physical Requirements:
- Primarily onsite work within a shelter and supportive services environment with regular interaction with participants, staff, community partners, and visitors. This position is not eligible for remote work.
- Occasional travel may be required for meetings, trainings, client support, community partnerships, outreach activities, or other program-related services.
- Must be able to operate agency or personal vehicles for approved program-related activities as needed.
- Ability to sit, stand, walk, bend, and use standard office equipment throughout the workday.
- Occasional lifting of up to 25 lbs. may be required for program materials, supplies, donations, or office equipment.
- Safely operate agency passenger vans and/or approved personal vehicles for participant transportation, mail runs, grocery shopping, community appointments, and other authorized program-related business.
- Work may involve exposure to crisis situations, behavioral health challenges, substance use, trauma-related behaviors, or emotionally heightened situations.
- Participation in on-call coverage and response to operational, staffing, safety, or participant-related issues outside of regular business hours, including evenings, weekends, and holidays, is required based on program needs.
- Ability to maintain professionalism, confidentiality, sound judgment, and appropriate boundaries in a fast-paced environment.

Mandated Reporter Requirements:
- As a mandated reporter under Arizona statute A.R.S. § 13-3620, you are required to immediately report any suspected abuse or neglect of a minor to your Supervisor, Manager, Director, Clinical Director, or Chief Officer, who will assist in making the appropriate report to authorities.
- Reports should be directed to either the local law enforcement agency or child protective services (1-888-SOS-CHILD). Abuse suspected of involving a family member or legal guardian should be reported to child protective services, while other cases should be reported to law enforcement.
