Overview
We are seeking an experienced Senior Project Manager to lead the planning and implementation of a Revenue Life Cycle replacement system. This high-impact initiative is a complex, multi-workstream project requiring strong leadership, hands-on execution, and coordination across internal teams, executive stakeholders, and third-party vendors. The successful candidate will oversee project delivery from planning through implementation while ensuring compliance with DBHDS and VITA project governance standards.

Job Description
The Senior Project Manager will lead a critical enterprise system replacement initiative involving multiple project workstreams, internal business and technology teams, and external vendors. This role requires a seasoned project management professional who is comfortable driving both strategic planning and day-to-day execution while managing schedules, budgets, risks, vendor performance, stakeholder communications, and overall project delivery for a high-risk, high-visibility implementation.
Responsibilities
Project Leadership
  • Lead the planning, execution, and delivery of a complex Revenue Life Cycle replacement project.
  • Manage multiple project workstreams while ensuring alignment with business objectives.
  • Coordinate activities across vendors, consultants, DBHDS IT teams, and business stakeholders.
  • Drive project execution throughout the full project lifecycle from planning through operational transition.

Project Management
  • Develop and maintain project schedules, budgets, resource plans, and project documentation.
  • Identify, assess, mitigate, and communicate project risks and issues.
  • Manage project scope, deliverables, milestones, and overall project performance.
  • Monitor vendor performance using established metrics and accountability measures.
  • Facilitate procurement-related project activities and implementation planning.

Stakeholder & Executive Communication
  • Develop presentations and status reports for executive leadership.
  • Build and maintain strong relationships with executive sponsors, business leaders, vendors, suppliers, and technology teams.
  • Coordinate with solution architects and technical leadership to incorporate agency best practices into project plans.
  • Facilitate resolution of technical and non-technical project issues.

Requirements Management & Governance
  • Lead project scoping, technical requirements gathering, estimation, and planning activities.
  • Guide business and IT teams through business and technical requirements discovery and documentation.
  • Ensure compliance with DBHDS and Virginia Information Technology Agency (VITA) project management standards and governance requirements.
  • Support Agile, Scrum, Kanban, or Waterfall delivery methodologies as appropriate.

Requirements
Minimum Qualifications
  • 10 years of experience demonstrating strong analytical, organizational, problem-solving, and decision-making skills.
  • 10 years of experience leading organizational implementation of new approaches, systems, structures, and methodologies.
  • 10 years of experience with Software Development Life Cycle (SDLC) methodologies.
  • 10 years of experience understanding technology sufficiently to represent technical project teams across multiple stakeholder forums.
  • 10 years of experience leading business and IT teams through business and technical requirements discovery and documentation for solution proposal initiatives.
  • 10 years of experience applying Agile and Waterfall project management methodologies.
  • 10 years of experience utilizing Scrum, Kanban, or Waterfall project management best practices.
  • Active Project Management Professional (PMP) certification issued by PMI.
  • 5 years of experience leading large, complex programs with multiple workstreams.
  • 5 years of experience managing vendors and implementing vendor-delivered solutions.

Preferred Qualifications

  • 5 years of experience managing complex procurement initiatives involving RFI, RFP, and RFQ processes.
  • 5 years of experience managing projects involving Financial Management System implementation or replacement.
  • Previous successful healthcare project management experience.
  • Local Richmond-area candidates preferred due to onsite work expectations.
