Job description

Responsibilities
In this role, you will serve as Program Manager for a Multi-Level Secure Voice and Video (MLSV2) program-a software and hardware integration effort to develop and operate a prototype secure conferencing system supporting multi-level voice, video, and chat for Senior National Leadership. You will initiate, plan, monitor, control, and report on a variety of small- to mid-level IT projects, applying deep technical and managerial expertise in advanced Multi-Level Secure Voice and Video, software, networking, information assurance, and cybersecurity.
Responsibilities
  • Execute and direct assigned programs within the scope, goals, milestones, and deliverables in support of Organizational Unit & Business Unit business goals in collaboration with customers and program stakeholders.
  • Fulfill program and project cost, schedule, performance, and quality commitments. Determine work schedules, set priorities, and ensure all processes and procedures are followed in support of work activities while directing and monitoring team performance to exceed customer expectations.
  • Proactively manage changes in project scope, implement processes to respond quickly and effectively to execute all task orders, identify potential risks, devise contingency plans, and communicate success criteria.
  • Direct the work activities of subordinate employees and subcontractors. Conduct performance reviews/appraisals, approve vacation and sick leave usage, resolve performance issues, and take necessary corrective action.
  • Maintain and promote collaborative customer relationships. Coordinate work tasks with customer representatives. Keep the customer informed on status and progress of assigned tasks. Coordinate program reviews and direct the preparation of status and progress reports.
  • Establish and monitor financial controls to adhere to program budgets. Maintain program cost estimates and accounting records. Monitor budget expenditures and support the preparation of budget plans and justifications.

Qualifications
  • Active Top Secret security clearance with SCI eligibility required.
  • A minimum of 12 years of experience is required. A bachelor's degree in engineering, cybersecurity, or another discipline related to IT services with 12 years of experience is desired.
  • Minimum 8+ years providing program/project management for complex IT solutions.
  • Proven ability to meet cost, schedule, and performance requirements for complex IT projects or organizational transformation initiatives.
  • Demonstrated experience with the management, manpower utilization, and supervision of employees (including subcontractors) of various labor categories and skills in projects similar in size and scope to complex IT projects or organizational transformation initiatives.
  • Demonstrated experience in an IT Infrastructure O&M environment.
  • Excellent written and verbal communication skills, with proven results in coordinating and managing at the executive level.
  • This position will be in the National Capital Region with travel occasionally required.

Target Salary Range
$176,000 - $282,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
