Job description

The Environmental Management Service (EMS) Instructor is a professional position the duties of which are to administer, supervise, advise on, design, develop, and provide educational and training services in formal education and training programs. The work requires knowledge of learning theory and the principles, methods, practices and techniques of several specialties of the instructional systems field. The position reports to the Chief, EMS of the James H. Quillen VA Medical Center.Qualifications:To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education s described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
    • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
    • Supervising or administering a training program.
    • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
    • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have:
    • 1 year of graduate level education with a major study in education or a subject area related to the position to be filled. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent 1academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27quarter hours. (Transcripts are required). OR,
    • Superior Academic Achievement (SAA). S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
    1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
    2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
    3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies.
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree. To compute, first determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (Transcripts are required).
