Team (Project) Introductionย 
The Office of Performance Analysis and Integrityย managesย and enhances the Veterans Benefits Administration (VBA) Enterprise Data Warehouse (EDW) whichย residesย on one Oracle M8 Supercluster database and thirteen application servers. Our team provides the technical servicesย requiredย to sustain EDW applications to include Project Management, Data Warehouse Management, Advanced Analytics, Tableau Server Administration/Tableau Desktop Administration, Technical Collaboration Support, Lessons Learned, Executive Orders and Special Projects, Architectural Enhancement, and Cloud Migration. We also provide management, enhancement, integration, implementation, maintenance, modernization, and infrastructure support for EDW applications as well as enhancement and maintenance of business intelligence capabilities and predictive analytics.ย 
9thWay Insignia is looking for a Program Manager to join and lead this team.ย 
Professional Level Information:ย 
A Level 4 Manager at 9th Way Insigniaย accomplishesย departmentย objectivesย by managing staff and processes and evaluating department activities. A Managerย is responsible forย planning,ย directingย and overseeing the operations and fiscal health of a unit, division, or department. Managersย requireย skills and qualifications such as exceptional leadership,ย communicationย and interpersonal skills. ย 

Responsibilities:ย 

  • Provide oversight of the service delivery teams and ensure that they fulfill all the contractual requirements specified in the Performance Work Statement, and that all services delivered meet 9th Way Insignia'sย high standardsย of quality.ย 
  • Ensure all contractually required deliverables are prepared and undergo quality assurance reviews ahead ofย a timelyย submission.ย 
  • Develop the master integrated plan that combines all the individual project plans the service delivery teamsย are responsible forย executing. Ensures the plans are communicated and agreed to with the customer and that the delivery teams have the staff and resources necessary to execute.ย 
  • Coordinates with corporate Program Management Office (PMO) to ensure delivery teams areย utilizingย the standard processes, forms, templates for internal support requests, deliverablesย requiredย at the top contract level, Task Order (TO) financial tracking and forecasting, and corporate progress and status reporting.ย 
  • Manages all direct labor costs associated with the contact and ensures the incurred costsย remainย within budget.ย 
  • Ensures resources assigned to the contract have the technical abilities to perform the duties and responsibilities of their roles.ย 
  • Ensures all program related deliverables such as Reports, Design Documents, Standard Operating Procedures (SOPs), etc., required of the contract are prepared in advance of the contractually specified due dates, to allow enough time for a quality review prior to delivery to the customer.ย 
  • Communicates directly with the customer to ensure they are satisfied with the quality of the services the delivery team is providing. Should the customer be dissatisfied, the Program Manager informs the corporate leadership andย assistsย in the development of actional plans to resolve current issues and mitigate future ones.ย 
  • Routinely prepares reports and delivers status and progress review presentations to corporate leadership.ย 
  • Responsible for developing the communications plan andย managing toย it in the execution of the Task Order to ensure all information isย disseminatedย accordingly.ย 
  • Identifiesย internal and external Risk and enters risks and mitigations into both the customer's and 9th Way Insignia's Risk and Issues tracking systems.ย 
  • Coaches andย mentorsย the junior subordinate Project Managers on the team in the performance of their duties and helps them develop individual career development goals and plans.ย 
  • Ensures there are succession plans in place for any Key personnel on the delivery team andย identifiesย cross training opportunities to ensure there is no critical role or capability that is single threaded through one individual contributor. ย

Requirements:ย 

  • Master's degree in technical discipline, an additional 10 years of experience considered in lieu of degree.ย 
  • 15+ years of experience managing technical projects, including one year of Program Management experience.ย 
  • PMP Certificationย 
  • Familiarity with data warehousing concepts and technologies.ย 
  • Excellent problem-solving skills.ย 
  • Strong communicationย skills to present recommendations and provide training.ย 
  • Ability to collaborate effectively with cross-functional teams.ย 
  • Mustย be authorized toย work for any employer in the U.S.ย 
  • Must be able to obtain andย maintainย the required security clearance.ย
