Duties Description The New York State Department of Health Bureau of Tobacco Control (BTC) administers the state's comprehensive Tobacco Control Program to reduce illness, disability, and death related to commercial tobacco use and secondhand smoke exposure, and to alleviate social and economic inequities caused by tobacco use. The program uses an evidence-based, policy-driven, and population-level approach to tobacco control and prevention with a commitment to promote health equity among populations disproportionately impacted by tobacco marketing and use.
The Public Health Program Nurse (PHPN) will be responsible for leading and coordinating the community programs component for the tobacco control program, including supervision of staff and management of state and local contracts and workplans. This position will lead programmatic planning and coordination efforts that enable regional and local tobacco control partnerships and internal partnerships, ensuring that tobacco control program goals and evidence-based strategies are implemented fully and effectively, aligning with the overall tobacco control program goals, objectives, and priorities outlined by the bureau leadership team...
The PHPN will provide program leadership, clinical oversight, and guidance on best practices in development, implementation and performance management of tobacco control programming at the community level, including policy, systems and environmental changes. The PHPN will provide programmatic oversight of statewide initiatives that support the community programs, including the policy center, Smokers' Quitline, and professional development. The PHPN will also provide oversight for performance management of staff and funded grantees; represent the BTC and the Division of Chronic Disease Prevention at internal and external stakeholder meetings; supervise staff; and perform other related duties assigned in support of BTC program initiatives and goals.
Minimum Qualifications NY HELPS: A bachelor's degree in nursing AND current New York State license and registration as a professional registered nurse AND four years of post-licensure nursing experience. One year of which must be experience in public health and related health systems*. (Substitution: A master's degree in nursing may substitute for one year of the general post-licensure nursing experience.)
*For the purposes of this recruitment, public health and related health systems seek to assess and monitor population health status to identify population health problems; diagnose and investigate population health problems and health hazards in the community; promote health through influencing modifiable risk behaviors; prevent injury and disease; conduct surveillance and control activities; educate people about health issues; research new and innovative solutions to health problems; mobilize community partnerships to identify and solve health problems; develop policies and initiatives that support individual and community health efforts; enforce laws and regulations that protect health and ensure safety; link people to needed services and assure provision of health care; evaluate the effectiveness of interventions and services; and/or participate in quality assurance activities in connection with the health status of individuals, populations in the community, and/or across populations. Examples of qualifying experience includes, but is not limited to, experience as a public health nurse at a local county health department, public health organization, or public health policy or advocacy organization; infection control nurse; or a nurse performing education and outreach on public health. If verifiable, we will accept and prorate appropriate part-time and volunteer experience
Examples of non-qualifying experience include but are not limited to: Experience in discharge planning, utilization review, treatment plan development for individuals in community or congregate settings, and experience in a health regulatory organization determining entities' compliance with laws, rules, and regulations. Experience in a health insurance company, health maintenance organization, home health care organization, or private physician's office is also considered non qualifying.
Continued Employment: If appointed, to retain this position, you must maintain license and current registration. Loss of license or current registration may result in removal from employment.
Preferred Qualifications: Experience implementing policy, systems and environmental strategies to improve population-level public health; educational experience in Public Health or a related field and at least three years of experience in public health project management, experience in convening high-level community and/or clinical partners and stakeholders. Experience with meeting planning, facilitation and presenting; experience with SFS, SharePoint, Workday, and Excel; experience with procurement development and implementation, training experience in racial justice and health equity. Experience in implementing and/or managing projects that address health disparities through public health, strong organizational and interpersonal skills; and excellent written and oral communication skills. Experience supervising professional staff. A master's degree in Nursing, Public Health, Public Policy or related field is preferred.

The posted hiring rate of $123,034 includes the current PS&T statutory Grade 24 hiring rate of $91,298 and approved salary enhancements for State titles that require a NYS registered nursing license (RN). The enhancements for this position include an Increased Hiring Rate of $11,736 and a Geographic Pay Differential of $20,000. The posted job rate of $135,252 is the sum of the current PS&T statutory Grade 24 job rate of $115,252 and a Geographic Pay Differential of $20,000.
