Job Description
System Operator I - Region 9
Kapsch TrafficCom is seeking highly motivated, detail-oriented individual to join our team at the Region 9 Transportation Management Center (TMC) in Binghamton, NY. The System Operator I is responsible for monitoring traffic conditions, coordinating incident response, and ensuring efficient operation of the Transportation Management Center (TMC) in Region 9. This role requires detailed familiarity with TMC daily obligations, tools, and systems. Operators must understand communications protocols, be knowledgeable about the locations and purpose of all Intelligent Transportation System (ITS) elements and be capable of independently following procedures and direction.
An Operator I - Trainee will begin in a training capacity and is eligible for promotion to System Operator I upon successful completion of a core competency evaluation developed by NYSDOT Region 9 management. This evaluation ensures the trainee demonstrates proficiency in TMC operations, systems, and protocols. Once confirmed as knowledgeable and competent, the trainee will transition to the System Operator I role.
Organizational Relationship:
Reports directly to the Systems Operator III, Consultant Project Manager and the NYSDOT TMC Director.
Minimum Qualifications:
  • Education and Experience
    • Associate degree or higher; OR
    • Minimum of 60 college credit hours (transcripts required), including courses supporting oral, written, and computer/software Knowledge, Skills, and Abilities (KSAs); OR
    • Two years of full-time employment meeting the Qualifying Experience criteria
    • Must possess a valid driver's license

  • Knowledge Skills and Abilities:

Candidates must demonstrate proficiency in:
  • Oral and written communication
  • Computer/software skills, including MS Office applications and spreadsheets
  • Ability to use roadway maps and knowledge of roadway elements, specifically local roadways
  • Ability to work effectively with co-workers, NYSDOT staff, and partner agencies

  • Qualifying Experience:

Experience in one or more of the following areas:
  • Operations Dispatching with agencies such as:
    • Transportation (DOT, trucking, tow, transit, rail)
    • Fire, Police, EMS, 911
    • Military
  • First responder or military experience
  • TMC operations experience
  • CCTV monitoring for:
    • Federal/state/city government agencies
    • State gaming commissions
    • Alarm/security companies
  • Customer service call center experience
  • Management experience

It is desired that candidates for this position also be proficient in the following areas:
  • Strong organization and interpersonal skills
  • Ability to perform with minimal supervision
  • Ability to cope with stress and perform in a cooperative team environment with the Client.

Interview Requirements
All prospective System Operators must demonstrate basic computer skills during the interview, including:
  • Fundamental typing
  • Navigating a standard Windows-based computer
