QUALIFICATION REQUIRMENTS:
SPECIALIZED EXPERIENCE GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes:
- Participating in planning and conducting studies of administrative programs, projects or processes with customer impact.
- Monitoring HR activities to ensure timeliness, reviewing responses, reports and memoranda to develop consolidated responses on behalf of the organization.
- Utilizing analytical techniques to perform analyses of data and information and to recommend appropriate courses of action and implementing new procedures using a knowledge of administrative policy and procedures.
- Exercising control over their supervisor's calendar and managing administrative assignments.
- Creating travel arrangements and reviewing travel authorizations/vouchers (i.e., organizational programs, like CONCUR) and preparing monthly budget/travel/leave reports.
ORmaster's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work. (e.g., business administration).
ORTwo years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to perform the duties of this position. (e.g., business administration). One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

SPECIALIZED EXPERIENCE GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
- Identifying, analyzing, and coordinating the integration of data into reports and presentations.
- Providing advice to numerous stakeholders regarding administrative functions such as HR Connect actions and timekeeping.
- Coordinating services between stakeholders in ensuring cross-functional support activities and initiatives are carried out.
- Conducting analytical studies of processes, operations, and/or services to evaluate program effectiveness and/or to recommend improvements to processes and systems.
- Routing and controlling correspondence (i.e., organizational workflows like e-trak), experience making travel arrangements and reviewing travel authorizations/vouchers (i.e., organizational programs, like CONCUR) and preparing monthly budget/travel/leave reports.
- Advising supervisors concerning problem developments and expending requests towards the final settlement of issues.
ORa Ph.D. or equivalent doctoral degree in a field of study demonstrating the knowledge, skills, and abilities necessary to do the work. (e.g., business administration).
OR3 full years of progressively higher-level graduate education leading to a graduate degree in a field of study demonstrating the knowledge, skills, and abilities necessary to do the work. (e.g., business administration).

SPECIALIZED EXPERIENCE GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this must position include:
- Acquiring, validating, and analyzing information, drawing conclusions, and developing alternatives.
- Performing program analysis and evaluating the effectiveness of new and modified program objectives assigned and their interrelationships among organizational divisions.
- Working with executives and taxpayers to establish and maintain effective relationships and gain confidence and cooperation.
- Preparing and presenting findings and recommendations, including carrying out specific action regarding controversial issues, through written and oral communication. Monitoring personnel and performance actions through organizational-specific performance programs.
- Preparing funding requisitions, purchase card requirements/procedures, and shopping card procedures to pay for needed expenses, such as training, supplies, and events. Coordinating the routing and control of incoming and outgoing correspondence, including summary notes and suggestions concerning subject matter prior to supervisor referral.

You must also meet the following requirement(s):
- TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens"
- TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.
