Job description

The prospective candidate will provide direct T&E management support to a major USAF aircraft program office. The candidate will leverage their T&E knowledge and experience to support systems and subsystems development, procurement, and sustainment activities throughout their lifecycles. This includes pre/post aware project/program T&E tasks. The candidate must be familiar with DoD and USAF T&E regulations, processes, and procedures. The candidate will assist in the design, planning, execution, and analysis phases of test programs (including any applicable military certifications and procedures) to asses the performance of aeronautical systems, subsystems, and equipment as they pass through the various acquisition phases and milestones.
Responsibilities:
Your essential job functions will include but may not be limited to:
• Assist in the designing, planning, execution, analysis and reporting phases of T&E programs (including any applicable military certifications and procedures) to assess the performance of aeronautical systems, subsystems, and equipment as they progress through the various acquisition phases and milestones.
• Assist in reviewing/developing/updating applicable program documentation for T&E management requirements across the full spectrum of actions required to award contracts to include, but not limited to: pre-award documentation, development of evaluation criteria, evaluation of weapon system contractor proposals to ensure compliance with programmatic requirements, and post-award documentation actions with a properly signed and approved Non-Disclosure Agreement (NDA). • Support development of documentation and presentation materials as requested or necessitated by programmatic limits based on cost, schedule, and performance. • Perform an advisory role, as required, for program weapon system contractor source selections on all T&E management related requirements.
• Support all aspects of the platform enterprise and individual test program ITT activities as needed, including interaction with other test organizations including but not limited to platform Combined Test Force, Office Secretary of Defense or the Director of Operational Test and Evaluation, and the operational testers. • Recommend, assess, and assist in analyzing requirements and objectives, T&E concepts, strategies, and plans.
• Assist with the Acceptance Test Procedures (ATP) for delivered items and associated plans to include coordination of testing requirements with program office customers, contractors, and other agencies.
• Provide technical analysis support in planning, conducting and participating in PMRs, TRRs, TIM, ICWG, SRR, configuration management reviews/audits, and other technical/programmatic forums as required.
• Assess, evaluate, and assist in analyzing test strategies, requirements, and objectives for issues that specifically impact the availability, performance, safety, interoperability, or capability of the weapon system.
• Support the performance of tradeoff studies and recommend alternative test strategies and approaches to the government.
• Assist with preparing, maintaining, updating, and reviewing the full range of test and test-related documentation to include the TEMP, Integrated System Test Plan, ITT Charter, PID, SOC, and all other test plans and reports, as required. • Provide recommendations on integrated data processing, software, and analysis considerations.
• Assist the Government with the determination of capability and availability of major DoD and civilian test resources and facilities and in scheduling and securing required test resources in support of project/program office objectives. • Provide recommendations on adequacy of data collection methodology, instrumentation, and procedures, format data to facilitate computer processing and analysis, and perform first and second-generation data reduction. • Provide on-site test facility improvement recommendations to Government officials applying working knowledge of data analysis using modeling and simulation techniques, computer simulations or other methods as necessary to recommend changes in testing techniques, procedures, or to identify potential areas for further investigation.
• Assist the development of test requirements for aircraft and weapons systems modernization and sustainment programs and the development and maintenance of an enterprise level integrated flight test schedule to support efficient test planning and resource allocation.
• Assist in the planning and execution of a replacement B-2 test aircraft including the initial selection, modification of the aircraft into a test configuration, and the de-modification of the existing test aircraft and its return to the operational fleet.
Qualifications Required:
• 10 years of experience in T&E including experience in managing weapon system platforms
• 5 years of experience in DoD • Defense Acquisition T&E Level III Certification or equivalent proficiency
• Experience in SPO test management, Test program sets, Test execution with test organizations, Test resourcing and/or policy at Major Command or Air Staff levels
Education:
• Bachelor's degree with 15 years of experience or Master's degree with 12 years of experience

• Active TOP SECRET Security Clearance with eligibility for SCI and Special Access Program access
