Job description

Summary (Scope of the Job) 
The Estimator is responsible for developing accurate, detailed, and executable estimates in support of base life support, workforce housing, camp operations, temporary facilities, and other remote or contingency support solutions. This role is not centered on traditional construction or restoration estimating, but instead on building operationally grounded pricing models and technical solution packages that align with client requirements and real-world execution.
This position requires experience developing Basis of Estimate (BOE) documentation, Concepts of Operation (CONOPS), technical approaches, assumptions and exclusions, and detailed cost narratives that support pursuit, proposal, and operational planning efforts. The Estimator must be capable of translating statements of work, operational requirements, and concept-level inputs into discrete cost estimates that reflect labor, equipment, materials, subcontracted support, logistics, mobilization, and recurring life support services.

The ideal candidate will bring practical experience in base life support, workforce housing, camp operations, remote site support, or similar service-based operating environments, and will understand how to price integrated solutions involving lodging, food service, sanitation, laundry, housekeeping, utilities, maintenance, transportation, and site support functions.
Estimate Development and Solution Support
  • Review and analyze statements of work, client requirements, operational concepts, drawings, specifications, and other supporting documents to develop accurate and supportable estimates.
  • Build discrete estimates for labor, materials, equipment, subcontracted services, logistics, transportation, mobilization, demobilization, and recurring operational services.
  • Develop Basis of Estimate (BOE) packages that clearly document pricing methodology, cost assumptions, execution logic, and estimate rationale.
  • Support the development of Concepts of Operation (CONOPS) and technical approaches that align proposed pricing with the delivery model and operational execution plan.
  • Prepare and document assumptions, exclusions, clarifications, and qualifications to ensure pricing is complete, defensible, and commercially sound.
  • Identify cost drivers, operational risks, scope gaps, and dependencies that may affect pricing or execution.
  • Support solution development for base life support, workforce housing, remote camp operations, temporary facilities, and related service-based environments.
  • Coordinate with operations, procurement, business development, and leadership to ensure estimates reflect realistic field execution and market conditions.
Vendor and Subcontractor Support
  • Solicit, obtain, and evaluate vendor and subcontractor quotes in support of estimate development.
  • Validate pricing inputs for completeness, scope alignment, commercial reasonableness, lead times, and execution feasibility.
  • Coordinate with procurement and operational teams to identify sourcing strategies and qualified vendors.
  • Incorporate third-party quotes into estimate packages in a clear and traceable manner.
Proposal and Technical Narrative Support
  • Support the development of proposal pricing packages and related technical content.
  • Contribute to technical narratives, pricing narratives, clarifications, and supporting documentation that explain estimate structure and delivery approach.
  • Assist in shaping solution narratives that connect pricing, assumptions, and execution strategy into a cohesive client offering.
  • Participate in reviews of solicitation documents and proposal requirements to ensure pricing is aligned with scope and submission intent.

    Documentation, Quality, and Process Discipline
  • Maintain organized estimate files, supporting quote documentation, assumptions logs, exclusions, and pricing backup in accordance with company standards.
  • Ensure all estimate deliverables are complete, accurate, consistent, and properly version controlled.
  • Support continuous improvement of estimating templates, pricing tools, cost models, and estimate development processes.
  • Adhere to company policies and applicable operational, contractual, and compliance requirements

  • Bachelor's degree in business, Logistics, Project Management, Engineering, Construction Management, Operations Management, or related field preferred.
  • Equivalent relevant work experience may be substituted.
  • Minimum 5 years of experience in estimating, proposal support, operations support, procurement, pricing, or technical solution development in service-based, operational, or remote support environments.
  • Demonstrated experience building bottom-up cost estimates, Basis of Estimate packages, and supporting estimate narratives.
  • Experience in base life support, workforce housing, camp operations, temporary facilities, remote site support, contingency logistics, or similar environments strongly preferred.
  • Experience obtaining and analyzing vendor and subcontractor pricing and incorporating those inputs into complete estimate packages.
  • Experience supporting proposals, capture efforts, pricing responses, or technical solution development is preferred.
  • Strong understanding of cost estimating for service-based and operational support solutions. 
  • Ability to develop discrete cost estimates from concept through detailed pricing build-up.
  • Familiarity with Basis of Estimate (BOE) development, Concepts of Operation (CONOPS), technical approaches, assumptions, exclusions, and estimate qualifications.       
  • Working knowledge of base life support and workforce housing elements, including lodging, food service, sanitation, laundry, housekeeping, utilities, maintenance, transportation, and site support services.   
  • Ability to interpret client requirements, statements of work, concept plans, and technical inputs and translate them into executable pricing models.     
  •  Strong analytical, organizational, and written communication skills.       
  • Strong Excel and cost modeling capability.     
  • Ability to manage multiple efforts simultaneously and perform effectively under deadline.
