Provide services and support as a Program Evaluation Lead [Business Analytics Support: HR Technology Ecosystem, And Enterprise-Wide Decision-Making Capabilities Enhancement] in the Government And Public Services Industry Sector focusing on HC | Human Capital Solutions for clients such as National Science Foundation (NSF | OCHCO / OCIO) | Office of the Chief Human Capital Officer (OCHCO) / Office of the Chief Information Officer (OCIO) Generally Located In Alexandria, VA (Hybrid) and across the Mid Atlantic Region (Of Country/World) Working Hybrid On/Off Client Site.

Deliver innovative solutions that improve operational efficiency through digital transformation and process automation; enhance data-driven decision-making using role-based advanced analytics and business intelligence; support regulatory compliance and adherence to federal human capital management policies; facilitate seamless integration of IT systems and workforce planning tools; optimize service delivery through performance-based outcomes and SLAs.

Human Capital Analytics (Human Capital Research & Programmatic Evaluation): Support and enhance human capital analytics capabilities using agency-standard analytics platforms (e.g., Oracle Analytics Server (OAS) with Tableau supplementation) and continual enhancement of analytics tools for executive leaders, directorate leadership, and program analysts to use in support of assessing and planning activities.  Conducting workforce research, program evaluations, and compliance assessments aligned with OPM HRStat and the GPRA Modernization Act.  The ProSidian Engagement Team shall:

Develop evaluation methods, success criteria, scorecards, and findings reports; synthesize quantitative and qualitative evidence into actionable recommendations for leadership.

Program Evaluation Lead Professionals typically cover Human Capital Research & Programmatic Evaluation Functional Area / Swim Lane / Category Disciplines and serve as Senior lead/architect/manager scope with enterprise influence, independent judgment, and responsibility for cross-functional delivery or strategy..  They Support planning and execution for Human Capital Research & Programmatic Evaluation; coordinate stakeholders and deliver technical or functional outputs required for compliant, scalable, and measurable mission support.

Desired Qualifications For Program Evaluation Lead | Workforce Planning & Strategic Human Capital Analytics - Human Capital Research & Programmatic Evaluation [NSF0046046] (NSF0046046) Candidates:  8+ years of experience in program evaluation, performance measurement, strategic assessment, or related federal consulting work. Experience with HRStat, GPRA, and evaluation design in public-sector settings preferred.

Education / Experience Requirements / Qualifications

Bachelor's degree in public policy, public administration, business, evaluation, industrial-organizational psychology, or related field required; Master's degree preferred.  8+ years of experience in program evaluation, performance measurement, strategic assessment, or related federal consulting work. Experience with HRStat, GPRA, and evaluation design in public-sector settings preferred.
