Description
Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time Instructional Course Design & Maintenance Support Team supporting the U.S. Naval Community College (USNCC).
*This position is contingent on the award of a federal contract
Key Responsibilities:
  • Design, develop, and maintain fully online asynchronous, competency-based, credit-bearing, and non-credit-bearing courses within the USNCC Learning Management System (LMS).
  • Collaborate with USNCC faculty and Subject Matter Experts (SMEs) to develop curriculum aligned with learning outcomes and best practices in instructional design.
  • Create course design maps, storyboards, assessment strategies, instructional content, multimedia assets, instructor guides, and learner resources.
  • Design, develop, and maintain online student orientation, faculty training, and community hub sites.
  • Build and migrate content into LMS platforms while ensuring SCORM/xAPI compliance and usability standards.
  • Develop accessibility-compliant instructional materials meeting WCAG 2.1 AA standards and Universal Design for Learning (UDL) principles.
  • Conduct quality assurance reviews, testing, and reporting prior to course launches.
  • Maintain course content, update links and resources, revise modules, and ensure continued compliance with USNCC and Department of Defense standards.
  • Provide project management support including status reporting, stakeholder meetings, planning, scheduling, and documentation.
  • Deliver technical support to faculty and students, including LMS navigation, account access, multimedia troubleshooting, accessibility support, and communication tool assistance.
  • Support a 24/7 learning environment with timely responses to faculty and student support requests.
  • Generate weekly and monthly reports related to course development, maintenance, and help desk operations.

Requirements
Minimum Qualifications:
  • Minimum seven (7) years of demonstrated experience developing online asynchronous and competency-based education (CBE) courses for accredited colleges, universities, or military-affiliated educational institutions.
  • Minimum seven (7) years of experience applying adult learning (andragogical) best practices in instructional design for working adult learners.
  • Minimum seven (7) years of experience developing faculty development and online pedagogy training programs.
  • Minimum seven (7) years of experience designing student success and online learning readiness courses.
  • Minimum seven (7) years of experience operating, building, and maintaining Learning Management Systems (LMS) within higher education or government training environments.
  • Ability to obtain and maintain required government background investigations and credentialing requirements.
  • U.S. citizenship or lawful permanent resident status meeting federal requirements.

Preferred Qualifications:
  • Experience supporting Department of Defense (DoD), Navy, or military educational programs.
  • Advanced experience with Canvas, Blackboard, Moodle, or comparable LMS platforms.
  • Experience developing multimedia learning content, simulations, scenario-based training, and interactive educational technologies.
  • Knowledge of WCAG accessibility standards, UDL principles, SCORM, and xAPI requirements.
  • Experience managing remote instructional design teams and complex educational development projects.
  • Current Secret or Top Secret security clearance.
