Job Description
The salary for this position is: $6,876 - $9,044 monthly.
Thurston County IT is seeking a professional, motivated, and dependable candidate for the position of Business Application Administrator for ERP (Oracle) to join our team. The Business Application Administrator for ERP (Oracle) will serve as a key liaison between business stakeholders and technical teams, ensuring the effective use, maintenance, and enhancement of the Oracle ERP system. This role involves analyzing business processes, managing system configurations, supporting end users, developing reports, and continuous improvement initiatives to align technology solutions with organizational goals.
Essential functions may include, but are not limited to, the following:
  • System Documentation & Knowledge Management
    • Maintain detailed documentation of system configurations, changes, and issues.
    • Document business processes and workflows to preserve institutional knowledge and optimize ERP functionality.
  • Risk Management
    • Identify potential risks related to system operations and propose mitigation strategies.
    • Monitor and manage risks to minimize impact on system performance and availability.
  • User Support, Training & Communication
    • Provide day-to-day user support and configuration assistance.
    • Deliver user training sessions on ERP functionality, workflows, and reporting tools.
    • Collaborate with Communications staff to ensure timely and accurate notifications to impacted end users.
    • Assist staff and analysts with report authoring and deliver report training sessions.
  • System Maintenance & Compliance
    • Share responsibility for quarterly updates, patch validation, and security reviews.
    • Ensure compliance with organizational security and data integrity standards.
  • Business Process Analysis & Improvement
    • Meet with business owners to document and understand business processes.
    • Recommend future features and workflows that align with business needs.
    • Collaborate with business owners to prioritize upcoming enhancements.
  • Project Support
    • Assist in upcoming focused upgrades and deployments within the ERP application.
    • Support testing, validation, and rollout of new features and modules.
  • Reporting & Analytics
    • Assist staff and analysts with report authoring and report training.
    • Develop and maintain reports using OTBI, Oracle Analytics Cloud (OAC), and other reporting tools.
    • Ensure data accuracy and integrity in reporting solutions.

WORKING CONDITIONS:
  • Work Environment - Work is performed primarily in an office environment, in Olympia Washington.
  • Schedule - Monday - Friday, 8:00 a.m. - 5:00 p.m., unless otherwise agreed upon. During emergencies or special projects, this position may be called in or work an irregular schedule and cause a temporary change in normal work hours. This includes working on non-business or extended hours on weekends and holidays for implementation or to troubleshoot outages, attend early morning or evening meetings, and/or be available by phone to answer questions.
  • Travel Requirements - Occasional travel may be required to attend meetings or training.
  • Customer Interactions - Daily interactions via phone, in-person, and video with Thurston County staff, vendors, stakeholders, etc.

QUALIFICATIONS:
  • Bachelor's degree in information technology, computer science, or closely related field and five (5) years of experience with demonstrated progressive responsibility in database management and computer technology combined with at least two (2) years of experience as a lead or supervisor. Previous experience with the functions and processes related directly to the assigned application is highly desirable.
  • Knowledge of various personal computer programs, including but not limited to, word processing, spreadsheets, file management, available software products; principles of data classification and management, workflow processes and goals; principles of local area network management and basics of data transfer utilities are essential.
  • Depending upon area of assignment, knowledge and experience related to specific office/department needs and objectives.
  • Thorough knowledge of software including network and desktop operating systems, office automation, programming languages, database products.
  • Knowledge of pertinent local, state, and federal laws.
  • Ability to interpret policies and procedures and to analyze complex problems.
  • Ability to prioritize work, meet deadlines, and manage a database.

DESIRED SKILLS:
  • Experience with ERP implementations or upgrades.
  • Knowledge of ITIL or similar frameworks for risk and change management.
  • Project management experience or certification (PMP, Agile).
  • Excellent analytical and problem-solving skills.
  • Strong communication and collaboration abilities.
  • Ability to manage multiple priorities and work in a fast-paced environment.
