DCAS Police is responsible for security at DCAS owned, managed and/or leased properties throughout the five boroughs as well as maintaining law and order, ensuring the protection of life and property through the enforcement of the New York City Local Law and New York State Penal Law and all applicable agency rules and regulations.
- DCAS Police provides screening of all tenants, visitors, deliveries, parcels, packages and mail delivered to DCAS facilities through the use of x-ray scanning equipment and in the Civic Center area through the use of explosive canine detection.
- DCAS Police staff conduct investigations of accidents, building rule violations, criminal complaints, security breaches, and thefts of both city and personal property.
- DCAS Police also manages and administers the contract guard agreement to ensure necessary staffing levels and compliance with the contract provisions of DCAS managed properties. Develops and implements corrective and preventive measures.
- DCAS Police assists in operational and emergency planning in partnership with other DCAS Lines of Service and other emergency response agencies.
The selected one (1) Supervising Special Officer Level 3 candidate will fill the position within the LOS DCAS Police.
Responsibilities for this position include, but are not limited to:
- Responsible for command operations in assigned borough 24 hours a day.
- Maintain working relationship with agency liaisons, building tenants, District Attorney's Office, local NYPD precincts, and all other NYC Law Enforcement officials, within assigned borough.
- Evaluate training needs of lower ranking personnel and report via chain of command accordingly.
- Provide on-the-job and field training/guidance for lower ranking personnel, in subjects including, but not
limited to leadership, interpersonal communication, written reports, logbook maintenance, departmental forms and use of equipment.
- Assumes leadership during incidents and investigations, maintaining oversight of lower ranking
responding personnel, ensuring all protocols are followed, information is properly recorded, and reports are thoroughly written.
- Regularly provide notification to, and communicate with, senior management across various means of
communication.
- Execute Action Reports and submit to appropriate leadership on a timely basis.
- Conduct regular evaluation and assessment of strategic plans, emergency response protocols, incident command operations, and draft written recommendations for improvement.
- Conduct regular audits of documentation, reports, and adherence to protocols.
- Prepare Task and Standards and draft evaluations for lower ranking personnel.
- Maintain personnel files including, but not limited to, the use of the DCAS Police Employee Management File database.
- Actively respond to and initiate departmental correspondence as needed.
- Review and manage the Incident Reporting System in matters including but not limited to: ensuring appropriate use by personnel, generation of well-written reports and evaluating comprehensiveness.
- Oversight of timekeeping-related matters, including but not limited to: monitoring of time and leave by personnel, management of Citytime, etc.
- Responsible for acquiring and maintaining, in good standing, an active business carry firearm license with NYPD along with any other operational and administrative matters associated with the license.
SUPERVISING SPECIAL OFFICER - 70817
A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and one year of fulltime satisfactory experience in the field of law enforcement, protection or security.
Individuals serving in this title are designated as Peace Officers by the New York State Criminal Procedure Law. Therefore, all candidates must be qualified to serve as Peace Officers. Incumbents must satisfy the training requirements established by the State of New York for Peace Officers and obtain certification. Once obtained, this certification must be maintained for the duration of employment.
For Assignment To Assignment Level II:
A. One year of experience as a Supervising Special Officer-Assignment Level I; or
B. In addition to meeting the minimum qualification requirements for Assignment Level I above, one year of experience in the field of law enforcement, protection or security in a supervisory capacity.
For Assignment to Assignment Level III:
A. Two years of experience as a Supervising Special Officer; or
B. In addition to meeting the minimum qualification requirements for Assignment Level I above, two additional years of full-time experience in the field of law enforcement, protection or security, at least one year of which must have been in a supervisory or administrative capacity.
