We are currently looking for a Project Specialist/Sr. Project Specialist for our Sterlington, LA office.
POSITION DESCRIPTION:
The Tactical Project Specialist is responsible for planning and delivering integrity, measurement, inline inspection (ILI), and maintenance projects that ensure the safe, efficient, and reliable operation of BWP assets. This role oversees project scoping, estimating, forecasting, construction support, and on-site execution across a wide range of field activities.
Extensive travel across the BWP system is required. The position involves long workdays, frequent weekend work, and the ability to lift 50 lbs. and traverse varied terrain in all weather conditions.
Key Responsibilities
  • Manage a diverse portfolio of complex projects requiring sound judgment, technical knowledge, and initiative.
  • Gather project information, evaluate scope options, prepare cost estimates, and provide recommendations.
  • Develop and manage budgets, specifications, material orders, drawings, schedules, and forecasts.
  • Coordinate interdisciplinary teams to execute integrity and maintenance projects successfully.
  • Identify project risks and develop mitigation strategies.
  • Create comprehensive job plans through effective stakeholder coordination.
  • Work closely with Pipeline Safety and Integrity Management to ensure assessments use the appropriate methods, cover required extents, and meet regulatory deadlines.
  • Develop a strong understanding of the different assessment methods and what conditions trigger each to optimize project scopes and execution strategies.
  • Ensure projects are delivered safely, on schedule, and within budget.
  • Provide on-site construction leadership and coordinate with Gas Control, Commercial, Operations, and other departments to ensure safe, compliant, and efficient project execution.
  • Develop inspection staffing plans; select, hire, and supervise inspection resources during construction.
  • Serve as Boardwalk's authorized on-site representative, managing contractor interactions and ensuring proper documentation and resolution of issues.
  • Enforce OSHA and company safety requirements and maintain compliance throughout construction.
  • Ensure environmental requirements are met during all phases of work.
  • Manage procurement of materials and equipment required for project execution.
  • Participate in meetings with property owners, agencies, and other stakeholders on operational, regulatory, technical, and project-related topics.
  • Oversee and coach inspection teams, set expectations, coordinate daily tasks, and verify quality control and documentation completion.

REQUIRED SKILLS, KNOWLEDGE, AND EXPERIENCE:
  • High school diploma.
  • Minimum 2 years of relevant experience.
  • Strong commitment to personal and team safety.
  • Effective communication, organizational, and analytical problem-solving skills.
  • Proficiency in Microsoft Project, Word, and Excel.
  • Ability to manage construction schedules and prioritize multiple tasks.
  • Ability to work independently with minimal supervision.
  • Ability to read and interpret construction specifications, drawings, alignment sheets, valve maps, line lists, and O&M manuals.
  • Strong decision-making skills in abnormal situations and ability to manage contractors and third-party personnel.
  • Ability to maintain productive working relationships with internal and external stakeholders.
  • Commitment to training and proficiency in safety-sensitive tasks related to in-service pipeline facilities.
  • Willingness to travel up to 70%.

PREFERRED SKILLS, KNOWLEDGE, AND EXPERIENCE:
  • 10 years of experience in design, construction, and/or operation of natural gas or liquid pipeline facilities.
  • Demonstrated project management experience on integrity and maintenance projects.
  • Strong understanding of current technologies, industry standards, materials, and regulations.
  • Working knowledge of DOT 192, FERC, OSHA, and API 1104 requirements.
  • Welding background.
  • Two-year technical degree or equivalent education.

REQUIRED EDUCATION:
  • High School Diploma

PREFERRED EDUCATION:
  • 2 year technical degree or equivalent
