Job description

Triad Associates (part of the Concordia Wireless family) is a nationwide construction services firm specializing in the development of wireless communication sites, with a focus on supporting telecom networks. We are contracted by major carries to facilitate network upgrades including conversions from 4G to 5G. Our services include construction management, electrical and civil modernization, antenna and line (A&L) tower work, tower maintenance, fiber optic network deployment, commissioning and integration, directional boring, trenching, and excavating. Our expertise spans a wide range of projects.
We are seeking a detail-oriented and experienced Government Civil Works Estimator to support the planning and execution of public-sector civil infrastructure projects. This individual will be responsible for identifying government bidding opportunities, coordinating proposal submissions. The successful candidate will spend the majority of their time researching and qualifying opportunities across procurement platforms while coordinating proposal preparation and submission.
Pay Range: $75,000 - $80,000 annually

Responsibilities:
  • Develop comprehensive cost estimatesincluding:
    • Labor, equipment, materials, and subcontractor costs
    • Temporary works, mobilization, and general conditions
    • Overhead, profit, contingency, and escalation factors
  • Prepare complete bid packages for DOT, Federal agencies, State and municipal agencies. Ensure compliance with Public bidding laws and procurement regulations, Prevailing wage laws (e.g., Davis-Bacon Act)
  • Assemble and submit:
    • Bid forms
    • Schedule of values
    • Required certifications and affidavits
  • Solicit and evaluate bids from subcontractors and suppliers
  • Negotiate pricing and scope clarifications
  • Participate in bid openings and analyze results
  • Assist with contract negotiations and clarifications.
  • Conduct pre-bid site visits
Qualifications
  • Bachelor's degree in Civil Engineering, Construction Management or Engineering Management preferred
  • 5+ years of estimating experience in light civil construction or public infrastructure projects
  • Proven experience bidding government contracts (DOT, municipal, or federal)
  • Experience with BidNet Direct, GovSPEND or similar platforms
  • Proficiency in estimating software
Working Conditions

    • Extended hours during bid cycles
    • Occasional travel to job sites
  • High-pressure deadlines driven by fixed bid submission timelines
