Job description

Role: Public Health Program Manager

Location: Providence, RI-Hybrid (Onsite at least 1 day per week as needed)

Duration: One Year Contract with potential annual extensions through September 2031

Position Overview

IRG Clients is seeking an experienced Senior Public Health Program Manager to lead the planning, development, implementation, and administration of a statewide Rural Mobile Health Initiative. This innovative program will deliver mobile family medicine services, preventive screenings, chronic disease management, and telehealth support to underserved rural communities.

The ideal candidate will have strong experience managing large-scale healthcare or public health programs, collaborating with diverse stakeholders, overseeing contracts and budgets, and driving strategic initiatives that improve healthcare access and outcomes.

Key Responsibilities

  • Lead the planning, implementation, and ongoing administration of a statewide rural mobile healthcare program.
  • Manage project activities, timelines, deliverables, budgets, contracts, and performance measures.
  • Coordinate and oversee the work of healthcare professionals, consultants, subject matter experts, and project staff.
  • Facilitate collaboration among government agencies, healthcare organizations, community partners, and stakeholders.
  • Establish and lead advisory committees and stakeholder meetings to support program development and implementation.
  • Conduct and oversee needs assessments, research, policy development, program evaluation, and performance monitoring.
  • Manage vendor and consultant contracts, including procurement, oversight, and deliverable tracking.
  • Provide day-to-day grant management, reporting, budgeting, and compliance activities.
  • Support program planning, logistics, resource allocation, risk management, and stakeholder communications.
  • Develop technical reports, presentations, and program documentation.
  • Present program updates and findings at local, state, and national meetings and conferences.
  • Provide technical assistance and guidance to partners, contractors, and community organizations.
  • Supervise project personnel and support successful program execution.

Required Qualifications

  • Master’s degree preferred in Public Health, Healthcare Administration, Health Policy, Business Administration, or a related field.
  • Minimum of 5 years of experience managing large-scale healthcare, public health, or community health initiatives.
  • Experience with mobile healthcare services, community-based healthcare programs, or healthcare access initiatives.
  • Strong project management, program administration, and strategic planning skills.
  • Demonstrated experience with budget management, contract administration, and grant oversight.
  • Excellent analytical, organizational, and problem-solving abilities.
  • Strong written, verbal, and presentation communication skills.
  • Ability to collaborate effectively with government agencies, healthcare providers, community organizations, and executive leadership.
  • Preferred Skills
  • Experience in rural health, population health, health equity, or community health programs.
  • Knowledge of healthcare program evaluation, public health data analysis, and performance measurement.
  • Experience working with federally funded grants and multi-agency initiatives.
