Job Description MAXISIQ is seeking an Operations Manager to serve as the Deputy Program Manager (DPM) for the MuTC Advanced Cyber Center - Testing, Training, and Experimentation (MACC-TTE) program supporting the Indiana National Guard (INNG) at Muscatatuck Training Center in Butlerville, Indiana. Reporting to the Program Manager, the Operations Manager will lead day-to-day operations across the MACC-TTE Cyber Electromagnetic Activities (CEMA) range and its closed-loop IT, OT, telecommunications, and RF network environments, along with task-order execution and staffing/security policy administration. This role directly supports Army and Joint cyber training, testing, and experimentation delivery and is designated Key Personnel. Position is contingent upon contract award. Key Responsibilities * Serve as Deputy Program Manager, supporting the Program Manager as the alternate customer point of contact and acting PM in their absence.
* Own day-to-day operations across the programโ€™s task orders, including staffing, workload balancing, and cross-team coordination.
* Manage program budget and schedule performance, coordinating with the PM on contract execution and financial reporting.
* Administer staffing and security policy for program personnel, including onboarding, clearance verification, and personnel security actions.
* Lead delivery of Army and Joint Cyber Training events, coordinating range assets, instructors, exercise design, and adversary emulation activities.
* Operate within cyber range and computer testbed environments, including range configuration, test event execution, and coordination with OT/IT, cellular, and networking subject matter experts.
* Support risk management, incident response coordination, and Government reporting for operational events.
* Mentor mid-level leads and provide continuity across task orders and personnel transitions. Qualifications Required Qualifications * Education: Bachelorโ€™s degree from an accredited institution, OR equivalent qualifying experience through the experience substitute path defined by the contract.
* Experience - Range/Testbed: Minimum 7 years of experience in cyber range or computer testbed environments.
* Experience - PM/Senior DoD: Minimum 7 years of Program Management or senior-level DoD experience.
* Experience - Cyber Training: Minimum 2 years of Army and/or Joint Cyber Training delivery experience (designing, leading, or delivering training/exercise events). This requirement has no experience-substitute alternative.
* Domain Knowledge: Working knowledge of Operational Technology (OT), Information Technology (IT), cellular systems, and networking technologies used in cyber training/test environments.
