Position Overview

FTC Innovation is seeking an experienced and results-driven Construction Operations Manager to lead telecom infrastructure construction operations throughout the Pacific Northwest.

This role is responsible for the overall management, execution, and performance of underground fiber construction projects, including HDD operations, hydrovac excavation, utility locating, conduit placement, restoration, subcontractor management, fleet utilization, and field production.

The successful candidate will be a hands-on leader with a proven track record of managing large-scale telecommunications, utility, or civil construction projects while maintaining the highest standards of safety, quality, productivity, and customer satisfaction.



Key ResponsibilitiesOperational Leadership
  • Lead day-to-day telecom infrastructure construction operations across multiple projects and markets.
  • Manage field supervisors, foremen, HDD crews, hydrovac operators, laborers, subcontractors, and support staff.
  • Develop and implement operational strategies that drive productivity, profitability, and quality.
  • Ensure projects are delivered safely, on schedule, and within budget.
  • Establish performance metrics and accountability throughout the organization.
  • Monitor project progress and proactively resolve operational challenges.
Construction & Field Operations
  • Oversee all underground utility and telecom construction activities, including:
  • Horizontal Directional Drilling (HDD)
  • Hydrovac excavation
  • Utility locating and damage prevention
  • Trenching and excavation
  • Conduit installation
  • Fiber optic cable placement
  • Handhole and vault installation
  • Restoration and site reinstatement
  • Coordinate permitting requirements, traffic control plans, utility locates, and municipal compliance.
  • Ensure all work meets client specifications, engineering standards, and quality requirements.
  • Manage fleet, equipment, tooling, and material utilization.
Project & Financial Management
  • Oversee project budgets, labor forecasts, equipment costs, production tracking, and financial performance.
  • Work closely with project managers to develop schedules and resource plans.
  • Review project reporting, production metrics, and cost controls.
  • Support estimating, planning, and operational forecasting activities.
  • Manage subcontractor performance and contractual obligations.
Safety & Quality
  • Champion a strong safety culture throughout the organization.
  • Ensure compliance with OSHA requirements, company policies, and client safety programs.
  • Conduct regular site visits, audits, and operational reviews.
  • Partner with HSE and QA teams to identify opportunities for continuous improvement.
  • Drive quality standards and ensure successful project delivery.
Client & Stakeholder Management
  • Maintain strong relationships with clients, municipalities, utility owners, and key stakeholders.
  • Participate in operational reviews and client meetings.
  • Support business growth initiatives and strategic planning efforts.
  • Ensure customer expectations are consistently met or exceeded.
Team Development
  • Recruit, mentor, and develop high-performing field leadership teams.
  • Conduct performance reviews and coaching sessions.
  • Foster a culture of accountability, teamwork, and continuous improvement.
  • Build scalable operational processes to support company growth.



QualificationsRequired
  • 7+ years of experience in telecom, utility, underground, or civil construction.
  • 3+ years of experience in an operations management or senior leadership role.
  • Proven experience managing:
  • HDD operations
  • Hydrovac excavation
  • Underground utility construction
  • Fiber optic network deployment
  • Telecom infrastructure projects
  • Strong knowledge of construction scheduling, budgeting, and resource management.
  • Experience managing large crews, subcontractors, and multiple concurrent projects.
  • Excellent leadership, communication, and problem-solving skills.
  • Valid driver's license and ability to travel as required.
Preferred
  • Experience in FTTH, FTTx, broadband, or OSP construction.
  • Knowledge of utility locating regulations and damage prevention programs.
  • Experience working with municipalities, DOTs, and utility owners.
  • OSHA certification or equivalent safety training.
  • Bachelor's degree in Construction Management, Civil Engineering, Business Administration, or a related field.
