Job description

Blu Omega is seeking a Team Telecom Analyst to support national security reviews of telecommunications-related transactions and Federal Communications Commission (FCC) license applications involving foreign participation. This role supports the interagency Committee commonly known as "Team Telecom," which evaluates potential national security and law enforcement risks associated with foreign investment in U.S. communications infrastructure.

The Analyst will conduct research, analysis, and policy support related to telecommunications systems, foreign ownership structures, and national security implications of technology transactions. This position offers the opportunity to work on complex issues at the intersection of telecommunications, foreign investment, cybersecurity, and national security policy. We welcome candidates at both intermediate and advanced levels, with responsibilities scaled based on experience.

Location: Mark Center (Alexandria, VA) and/or the Pentagon (Arlington, VA) This position requires regular on-site presence. Telework may be available at the discretion of the government. Clearance Needed: Active Top Secret clearance (with eligibility for SCI access preferred).

Responsibilities: * Review and assess Team Telecom applications and FCC license filings, including documentation related to satellites, subsea cables, international networks, and other telecommunications infrastructure. * Analyze corporate ownership structures, cybersecurity policies, physical security practices, and U.S. government contracting relationships associated with transaction parties.

* Conduct independent due diligence and research on foreign ownership, investment structures, and participation in telecommunications transactions. * Evaluate risks related to foreign adversary influence, technology transfer, cybersecurity vulnerabilities, supply chain exposure, and proximity to sensitive U.S. government assets or operations.

* Support the development, negotiation, and monitoring of national security mitigation agreements addressing risks identified during application reviews. * Analyze open-source and classified information to support assessments and policy recommendations for Department of Defense leadership. * Prepare analytical products, including case summaries, risk assessments, briefing materials, talking points, and decision memoranda.

* Provide written analysis regarding foreign participation in telecommunications infrastructure and related security implications. * Coordinate with interagency partners and DoD stakeholders to support the review and evaluation of telecommunications-related transactions. * Contribute to the development and refinement of telecommunications and technology security policies and support evolving Team Telecom initiatives.

Qualifications: * Bachelor's degree in international affairs, national security studies, political science, economics, telecommunications, cybersecurity, or a related field. * Experience conducting analytical research, policy analysis, or risk assessments related to national security, foreign investment, telecommunications, or technology sectors. * Understanding of foreign ownership, control, or influence (FOCI) considerations and national security implications of technology transactions.

* Strong research, analytical, and critical thinking skills. * Experience synthesizing complex information into clear written analysis and briefings for senior stakeholders. * Ability to work collaboratively across interagency and stakeholder environments.

* Active Top Secret security clearance with ability to obtain SCI access if required. Nice to Have: * Experience supporting Team Telecom, CFIUS, or other foreign investment review processes. * Familiarity with FCC licensing processes and telecommunications regulatory frameworks.

* Knowledge of satellite communications, subsea cable systems, telecommunications networks, or emerging communications technologies. * Experience evaluating cybersecurity risks, supply chain vulnerabilities, or infrastructure security issues. * Prior experience supporting Department of Defense or interagency policy development.

* Master's degree in a relevant field.
