Job description

Telecom Network Engineer (Outside Plant)Position Overview

We are seeking an experienced Telecom Network Engineer to lead the planning, design, and execution of outside plant (OSP) fiber and telecommunications infrastructure projects. This role requires deep expertise in OSP design, right-of-way (ROW) permitting, joint use (JU), pole make-ready engineering, MDU inside wiring design, and upfront network scoping.

The ideal candidate will be a technical leader who can drive projects from concept through construction while coordinating with utilities, municipalities, and internal teams.

Key ResponsibilitiesProject / Network Scoping
  • Perform initial network planning and high-level design for fiber deployments (FTTH, FTTX, backbone).
  • Analyze service areas to determine optimal routing, architecture, and build strategy.
  • Conduct feasibility assessments, including aerial vs. underground design considerations.
  • Develop preliminary cost estimates, material forecasts, and build timelines.
  • Identify potential risks, constraints, and constructability challenges early in the project lifecycle.
  • Collaborate with business development and project management teams to support proposals and project bids.
OSP Design & Engineering
  • Develop detailed OSP fiber designs including aerial, underground, and buried infrastructure.
  • Produce high-quality construction drawings, splice diagrams, and bill of materials (BOM).
  • Perform route planning, field validation, and constructability analysis.
ROW & Permitting
  • Manage and prepare ROW permits across municipalities, counties, and state agencies.
  • Ensure compliance with local, state, and federal regulations.
  • Coordinate with permitting authorities to resolve issues and expedite approvals.
Joint Use (JU) Coordination
  • Prepare and submit joint use applications to pole owners (e.g., utilities, telecom providers).
  • Review and interpret utility pole loading analysis and engineering reports.
  • Coordinate with utility companies throughout the JU process.
Pole Make-Ready Engineering
  • Design and oversee pole make-ready work, including pole replacements, rearrangements, and reinforcements.
  • Review make-ready engineering packages for accuracy and compliance with NESC and utility standards.
  • Support construction teams during implementation.
MDU Inside Wiring Design
  • Design structured cabling systems for MDUs (apartments, condos, multi-tenant buildings).
  • Develop riser diagrams, unit layouts, and pathway designs.
  • Coordinate with property owners and contractors for installation requirements.
Project Management & Coordination
  • Collaborate with construction, permitting, and project management teams to ensure timelines and budgets are met.
  • Provide technical guidance and mentorship to junior engineers and designers.
  • Interface with clients, vendors, and stakeholders to ensure project success.

Required Qualifications
  • Bachelor’s degree in Engineering, Telecommunications, or related field (or equivalent experience).
  • 7+ years of experience in OSP engineering and design.
  • Strong knowledge of:
    • OSP fiber design (aerial & underground)
    • ROW permitting processes
    • Joint use (JU) applications
    • Pole make-ready engineering
    • MDU inside wiring design
    • Network scoping and feasibility analysis
  • Familiarity with NESC standards and utility requirements.
  • Experience with industry tools such as AutoCAD, GIS platforms, and OSP design software.
  • Strong understanding of construction practices and field conditions.


Preferred Qualifications
  • Experience working with major utilities (e.g., power companies, telecom providers).
  • Knowledge of fiber network architectures (FTTH, FTTX, backbone).
  • PMP or project management experience is a plus.
