Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry-leading optical solutions across the broader communications industry.This segment is classified into two main product groupings – carrier network and enterprise network. The carrier network product group consists primarily of products and solutions for optical-based communications infrastructure for services such as video, data and voice communications. The enterprise network product group consists primarily of optical-based communication networks sold to businesses, governments and individuals for their own use.

Role Purpose

The IT GSM Sourcing Contractor is an experienced sourcing professional responsible for independently leading sourcing initiatives across IT categories and driving commercial value through supplier negotiations, contract support, and stakeholder partnership. This role will manage sourcing projects end-to-end, develop sourcing strategies, evaluate supplier options, and deliver cost, service, and risk outcomes aligned with business objectives. The contractor is expected to work with minimal supervision and influence stakeholders across business, technology, finance, legal, and supplier organizations.

Key Responsibilities
  • Lead end-to-end sourcing initiatives for IT spend categories, including software, SaaS, cloud, hardware, infrastructure, telecom, cybersecurity, and professional services.
  • Partner with business, technology, and finance stakeholders to define requirements, sourcing approaches, demand plans, and commercial strategies.
  • Develop and execute RFx processes, supplier negotiations, commercial assessments, and award recommendations.
  • Conduct spend analysis, market research, supplier benchmarking, and total cost of ownership evaluations to identify cost optimization opportunities.
  • Negotiate pricing, commercial terms, service levels, renewals, and contractual protections in collaboration with legal and business stakeholders.
  • Manage supplier selection, supplier performance discussions, and sourcing governance throughout the procurement lifecycle.
  • Drive contract review support, including redline coordination, risk identification, business terms alignment, and negotiation tracking.
  • Ensure sourcing projects are completed on time and in compliance with procurement policy, risk controls, and audit requirements.
  • Build and maintain strong supplier and stakeholder relationships across global and regional teams.
  • Deliver regular reporting on savings, sourcing pipeline, contract renewals, supplier risks, and project status.
Experiences/Education - Required
  • Bachelor’s degree in Business, Supply Chain, Procurement, Finance, IT, Engineering, or related field.
  • 2-5+ years of relevant experience in IT sourcing, strategic procurement, category management, or supplier management.
  • Experience managing sourcing events and negotiations across one or more IT categories.
  • Demonstrated ability to participate in commercial discussions and drive measurable cost savings or value creation.
  • Experience with IT contracts, licensing models, SaaS/cloud commercial structures, SLAs, and supplier governance.
  • Strong analytical, commercial, and problem-solving capabilities.
  • Excellent communication, stakeholder management, and project management skills.
  • Ability to work independently in a matrixed, fast-paced, and globally distributed environment.
Experiences/Education - Desired
  • Familiarity with procurement or ERP tools such as Ariba, Peoplesoft, PowerBI or similar.
  • Experience supporting global sourcing programs or multinational stakeholder groups.
  • Knowledge of supplier risk management, information security requirements, data privacy clauses, and third-party governance.
  • Exposure to software licensing, cloud consumption models, telecom agreements, and managed services contracting.
