Job description

PUBLIC SECTOR SOLUTIONS PARTNER

Skillsoft is seeking an experienced Solutions Partner, also known as a Solution Architect, to play a key role in advancing its public sector go-to-market strategy. In this role, you will have the opportunity to drive public sector growth by leading complex buying committees, shaping enterprise transformation programs, and aligning platform, services, learning, and workforce outcomes. You will partner closely with Sales, Customer Success, Professional Services, Product, and Marketing to tailor solutions that are strategic, scalable, and customer-centered.

The ideal candidate brings Public Sector experience, executive presence, expertise in HR technology platforms, and a strong foundation in adult learning and instructional design. They have a demonstrated history of using a structured discovery approach to build compelling business cases, guiding multi-stakeholder decisions, and developing outcome-driven partnerships with senior customer leaders.

KEY RESPONSIBILITIES

Strategic Discovery & Buying Committee Engagement

  • Apply Skillsoft's structured, repeatable methodology to engage complex buying committees across HR, Talent, Learning, IT, Data, and Executive leadership - in a public sector context.
  • Experience in building public sector executive-level business cases and value narratives for HR Tech ecosystems that establish urgency, confidence, and alignment for large platform-led deals.
  • Manage client relationships, ensuring clear communication and understanding of their needs.
  • Surface business priorities, workforce challenges, readiness signals, and constraints to align public sector stakeholders around a shared transformation narrative.

Platform Solution Architecture

  • Influence and shape the entire end-to-end solution, including Skillsoft Percipio platform capabilities, professional services, learning strategy, experience design, and change enablement components.
  • Partner with Sales, Customer Success and Professional Services to design solutions that are commercially viable, instructionally effective, and operationally executable in a public sector context.
  • Ensure clear alignment between customer outcomes, platform capabilities, services scope, and measurable success criteria that enables executive-level business cases.

HR Tech Ecosystem & Data Fluency

  • Act as a market SME on Percipio and its role within broader HR tech stacks, including HCM, LMS/LXP, talent, skills intelligence, and analytics platforms.
  • Identify data considerations (sources, quality, flows, governance) that influence skills visibility, analytics, personalization, and measurement.
  • Ensure solution designs reflect realistic integration and data maturity assumptions.

Adult Learning, Instructional Design & Learning Experience Integration

  • Provide strong consulting expertise to guide clients in their learning and development strategies.
  • Experience in adult learning theory, instructional design, and learning experience design to inform solution recommendations and platform use cases.
  • Experience in proposing learning experiences are grounded in evidence-based principles such as relevance, application, practice, personalization, and flow of work.
  • Influence how Percipio is positioned as a learning and experience engine, not just a content or technology platform, ensuring solutions support sustained behavior change and performance impact.

Talent, Workforce & Transformation Consulting

  • Experience in acting as a trusted advisor to senior leaders on talent, workforce capability, skills, and organizational transformation challenges.
  • Conduct deep diagnostics of customer environments, including business strategy, workforce priorities, learning maturity, and HR technology ecosystems.
  • Assess transformation readiness and design phased, outcome-aligned approaches that reduce risk and increase adoption.

Commercialization & Enablement

  • Expertise in strategic discovery, solution positioning, proposal development, and solution commercialization with c-level customers.
  • Translate customer needs into repeatable solution patterns, and aligning packaged offers, and playbooks that accelerate deal velocity and consistency across markets.

Customer Insight & Continuous Improvement

  • Experience in collaborating and executing feedback loops that improve solution quality, instructional effectiveness, and go-to-market execution over time.

SKILLS & QUALIFICATIONS:

  • 10+ years of professional experience in enterprise solution consulting, platform-led sales, or transformation-focused roles involving complex buying committees.
  • Robust experience selling into the US Federal Government and solid understanding of Government processes
  • Demonstrated ability to build executive-level business cases and influence senior stakeholders and present to all levels of an organization.
  • Strong background in HR tech, skills intelligence, learning, talent, workforce, or organizational transformation, with the ability to connect business strategy to capability development.
  • Fluency with HR technology landscapes (HCM, LMS/LXP, skills platforms, analytics).
  • Working knowledge and experience in instructional design, adult learning principles, and learning experience design as they relate to enterprise learning solutions.
  • Robust consulting background with a proven track record of successful engagements.
  • Ability to translate learning science and instructional design concepts into executive-friendly value narratives.
  • Experience partnering cross-functionally across Sales, Services, Product, and Marketing with strong experience with virtual and collaboration web tools
  • Strong storytelling, facilitation, and presentation skills, including executive workshops and discovery sessions.
  • Comfort operating in ambiguous, evolving environments while maintaining structured, outcome-focused approaches.
  • Ability to work collaboratively within a team and with clients
  • Excellent analytical, diagnostic, and problem-solving skills.
  • Exceptional written and verbal communication skills and executive presence.

PREFERRED SKILLS:

  • Experience influencing or designing platform + services solutions in SaaS, HR tech, or learning ecosystems.
  • Knowledge of strategic workforce management principles.
  • Experienced practitioner of learning facilitation, leadership development, learning ROI metrics and measurement, and/or learning strategy
  • Advanced literacy in Generative AI, with an understanding of basic prompting
  • Advanced level of desktop application skills (MS365) with ability to learn new technologies and applications quickly as new application skills are required for the position

Target base salary range for this job requisition is anticipated to be approximately $112,000 - $119,700 annualized with average on target earnings includingcommissions of approximately $160,000- $171,000 annually.ย
