The Role

We are supporting a leading capital markets client through a critical market infrastructure transformation initiative focused on expanding the Canadian Fixed Income ecosystem and onboarding key market participants to strategic clearing and repo services. As a Lead Program Manager, you will be responsible for driving the successful delivery of this complex, high-profile program while aligning multiple organizations, stakeholder groups, and governance bodies around a shared vision and outcome.

This role requires a strategic leader who can operate across organizational boundaries, harmonizing priorities, delivery plans, and stakeholder expectations within a complex multi-entity environment. Acting as the central point of coordination, you will ensure that business, technology, operational, and regulatory objectives remain aligned while driving successful program execution.

You will serve as a trusted advisor to senior leadership, helping to establish a unified approach across organizations, navigate competing priorities, manage critical dependencies, and provide transparent governance and reporting to executive stakeholders and steering committees.

What You'll Do

  • Lead the end-to-end delivery of a large-scale capital markets transformation program, ensuring successful onboarding of key market participants and achievement of strategic business objectives
  • Establish and maintain alignment across multiple organizations, business units, and stakeholder groups, creating a unified program vision and coordinated delivery approach
  • Identify, manage, and mitigate critical dependencies, risks, and interdependencies across workstreams to ensure challenges within one area do not impact overall program success
  • Break down organizational silos and facilitate collaboration between business, operations, and technology teams to ensure processes, operating models, and technical solutions are fully integrated and aligned
  • Provide executive-level governance, stakeholder management, and strategic reporting, including presenting recommendations, managing escalations, and supporting steering committee decision-making

What We're Looking For

  • Proven experience (at least 15 years) leading complex enterprise transformation programs within Capital Markets, Financial Services, Market Infrastructure, or other highly regulated environments
  • Strong track record managing cross-functional and cross-organizational initiatives involving multiple stakeholder groups, governance forums, and executive sponsors
  • Demonstrated experience managing program dependencies, resolving competing priorities, and aligning diverse teams toward a common strategic objective
  • Exceptional stakeholder management, executive communication, and influencing skills, with experience presenting to senior leadership, steering committees, boards, or regulatory stakeholders

Bonus Points For

  • Experience within Fixed Income, Repo, Clearing, Settlement, Custody, or broader Capital Markets infrastructure environments
  • Knowledge of market infrastructure organizations, financial market utilities, or regulatory-driven transformation initiatives
  • Experience supporting programs involving multiple legal entities, operating models, or governance structures
  • Familiarity with large-scale infrastructure modernization, operational resilience, or market expansion initiatives
