How you'll make a difference:

Reporting to the Manager, Business System Delivery, the Team Lead, Project Delivery Office (PDO) provides strategic leadership and operational oversight of WCB's Project Delivery Office, enabling enterprise technology delivery through effective portfolio planning, governance and project execution. The role leads a multidisciplinary team of Delivery Managers (WCB's equivalent of Program Managers) and Project Managers. responsible for delivering technology initiatives, managing technology programs, enabling Business Systems Planning (BSP), advancing organizational delivery capability, and providing governance across WCB's technology investment portfolio.

Working in partnership with business and technology leaders, the Team Lead is responsible for evolving WCB's project delivery practices, strengthening portfolio governance, informing technology investment decisions, and ensuring initiatives are delivered consistently, effectively and in alignment with organizational priorities. The position also provides leadership for delivery standards, portfolio financial oversight, vendor relationships, executive reporting and the continuous improvement of WCB's delivery capability.

Your responsibilities:

Business Systems Planning, Portfolio Governance & Investment Planning:

  • Lead and continuously improve Business Systems Planning (BSP), portfolio governance and technology investment planning by partnering with business and technology leaders.
  • Lead governance processes supporting the intake, evaluation, prioritization and execution of technology initiatives.
  • Provide leadership and guidance in the development of business cases, ensuring proposed initiatives align with organizational strategy, business outcomes and technology direction.
  • Provide portfolio-level insight into delivery capacity, priorities, dependencies, risks and resource constraints.
  • Provide oversight of portfolio financials, forecasting and investment reporting to support informed executive decision making.
  • Provide executive reporting and portfolio insights that support governance, investment decisions and organizational transparency.
  • Build trusted partnerships with business and technology leaders to ensure technology investments align with strategic priorities and deliver measurable business value.
  • Support realization of business value through effective governance, oversight and delivery practices.

Project Delivery Office Leadership:

  • Lead, coach and develop a multidisciplinary team of Delivery Managers (WCB's equivalent of Program Managers) and Project Managers.
  • Support teams in resolving complex delivery challenges and organizational barriers.
  • Lead the continued evolution of WCB's project, program and change delivery capability.

Project & Portfolio Delivery:

  • Monitor project health, delivery risks, financial performance, resource utilization and benefits realization.
  • Balance competing priorities while supporting organizational capacity planning and investment decisions.
  • Ensure projects are governed and delivered in accordance with WCB standards and best practices.

Vendor & Contract Management:

  • Develop and maintain relationships with WCB's technology service providers, ensuring strong partnerships, contract performance and value realization.
  • Lead or participate in procurement activities including RFP development, evaluations, negotiations and vendor selection.
  • Monitor vendor performance against contractual obligations and service expectations.

Your experience and skills:

  • Degree in Business, Information Technology or a related discipline. Professional certifications such as PMP, PgMP, PfMP, PMI-ACP, ITIL or equivalent are considered an asset.
  • Significant leadership experience overseeing enterprise technology delivery, portfolio governance, PMO/PDO operations or comparable delivery organizations.
  • Demonstrated success leading, mentoring and developing high-performing project delivery teams.
  • Strong understanding of project governance, portfolio management, business case development, technology investment planning and financial oversight.
  • Experience partnering with executive leadership, business sponsors and cross-functional stakeholders to influence strategic decision making.
  • Experience managing technology vendors, procurement activities, RFP processes and strategic service provider relationships.
  • Demonstrated ability to establish delivery standards, strengthen governance and continuously improve organizational delivery capability.
  • Demonstrated ability to build high-performing teams while fostering a culture of collaboration, accountability, innovation and continuous improvement.
  • Excellent leadership, communication, facilitation, negotiation and relationship management skills.
  • Strong financial, analytical, organizational and strategic planning skills.
  • Ability to balance strategic thinking with operational execution in a dynamic environment.
  • Demonstrated ability to lead organizational change and continuously improve service delivery.

Salary: $113,705.00 to $142,093.00 per annum (Salary Grade 14)

Successful candidate must reside in Alberta and be able to work in person from our Edmonton downtown office as required. Final candidates are required to undergo a security clearance as a condition of employment.
