Position: Technical Solution Architect - eProcurement Transformation Initiative (EPIC)
Location: McCormack Building, 1 Ashburton Place, Boston, MA 02108 (Hybrid)
Duration: Thru 6/30/27 (with possibility of extension)
Pay Rate: $92-$96/hour
Description of Role and Responsibilities:
Solution Architecture & Technical Leadership
  • Provide technical leadership across the EPIC program, translating business goals and user needs into scalable, secure, and sustainable solution architectures.
  • Shape and maintain architecture guidance across applications, integrations, cloud services, data platforms, reporting, analytics, security, and operational components.
  • Ensure technical solutions align with the Commonwealth's long-term vision, business objectives, and user experience goals.
  • Advise stakeholders on the balance between configurable platform capabilities, custom development, integrations, data services, and modular architecture components.
Product & Business Collaboration
  • Partner with product managers, experience designers, business stakeholders, and technical teams to develop architecture roadmaps supporting agile, iterative product delivery.
  • Translate procurement, policy, operational, and user requirements into practical technical designs and implementation guidance.
  • Communicate architectural tradeoffs and recommendations clearly to both technical and non-technical audiences.
Vendor Management & Technical Governance
  • Review vendor solution architectures, technical designs, migration approaches, and implementation deliverables.
  • Ensure vendor solutions align with Commonwealth architecture standards, accessibility requirements, security controls, and project objectives.
  • Participate in technical governance processes and architecture decision reviews.
  • Collaborate with EOTSS, A&F IT, security, legal, accessibility, data, and business teams to resolve technical design challenges.
Integration & Enterprise Systems Modernization
  • Lead integration planning efforts involving:
    • Financial and accounting systems
    • Identity and access management platforms
    • Vendor sales reporting systems
    • Reporting and analytics platforms
    • Legacy enterprise applications
  • Define API, integration, and interoperability approaches to support a modern procurement ecosystem.
  • Identify technical dependencies, architectural risks, and implementation constraints.
Data Migration & Analytics
  • Support migration strategy and planning efforts, including:
    • Data mapping and transformation
    • Data cleansing and validation
    • Document migration
    • Cutover planning and execution support
  • Collaborate with data teams to ensure effective governance, reporting, analytics, and operational intelligence capabilities.
AI, Automation & Emerging Technologies
  • Evaluate AI-enabled development, automation, analytics, and reporting capabilities approved through project governance processes.
  • Support the use of AI-assisted tools for requirements analysis, design reviews, documentation, testing, quality assurance, and development activities.
  • Identify opportunities to accelerate delivery while maintaining governance, security, privacy, and accessibility requirements.
Engineering Excellence & Delivery Support
  • Promote architecture decision records, design documentation, peer reviews, automated testing, security-by-design, and maintainable development practices.
  • Participate in proofs of concept and technical prototyping activities as needed.
  • Support phased release planning and incremental value delivery strategies.
  • Contribute to operational readiness, transition planning, and long-term platform sustainability.
Required Qualifications:
  • 8+ years of experience in IT delivery, software engineering, systems implementation, enterprise technology, or solution architecture.
  • 5+ years of experience as a Technical Solution Architect, Enterprise Architect, Technical Lead, Engineering Lead, or similar role supporting complex enterprise platforms.
  • 5+ years of experience working within agile, iterative, and cross-functional product teams.
  • Experience translating business objectives and user requirements into scalable technical solutions.
  • Experience with:
    • Cloud-based enterprise platforms
    • APIs and modern integration architectures
    • Data migration and transformation
    • Security controls and accessibility requirements
    • Enterprise system implementations
  • Experience reviewing vendor technical designs and implementation deliverables.
  • Experience utilizing or evaluating Generative AI and AI-assisted development tools.
  • Strong communication, facilitation, stakeholder management, and problem-solving skills.
Preferred Qualifications:
  • Experience supporting public sector, procurement, ERP, financial, grants, licensing, permitting, benefits, or workflow-intensive enterprise systems.
  • Experience modernizing legacy systems and migrating organizations to cloud-based platforms.
  • Familiarity with:
    • FedRAMP
    • NIST security frameworks
    • Commonwealth security standards
    • Accessibility requirements
    • Privacy and records retention regulations
  • Experience with data governance, reporting, analytics, and migration programs.
  • Experience with Agile and hybrid delivery methodologies.
  • Experience evaluating AI-enabled capabilities in governed enterprise environments.
  • Experience designing solutions that support multiple user communities, including internal users, vendors, oversight organizations, and the public.

  • Full-time contractor engagement supporting the Commonwealth of Massachusetts eProcurement Transformation Initiative (EPIC).
  • Hybrid work model with onsite attendance required for executive meetings, project workshops, training sessions, and other project-related activities.
