What is a technical project scrum master?

Technical Project Scrum Masters are professionals who facilitate agile development processes within technical teams, often in software or IT environments. They ensure that Scrum practices are followed, remove impediments, and help the team stay focused on project goals. In addition to traditional Scrum Master duties, they may also possess technical knowledge to better understand project challenges and communicate effectively with development teams. Their main objective is to help the team deliver high-quality products efficiently and continuously improve their workflows.

The Technical Project Scrum Master primarily ensures Agile processes run smoothly and supports the team, while the Product Owner focuses on defining the product vision and prioritizing features. Both roles require Agile certifications and work closely within Scrum teams, but their core responsibilities differ significantly.

What are the key skills and qualifications needed to thrive as a technical project scrum master, and why are they important?

To thrive as a Technical Project Scrum Master, you need a solid understanding of Agile methodologies, project management principles, and relevant technical knowledge, often supported by a bachelor's degree and Scrum Master certification (CSM or PSM). Familiarity with tools like Jira, Confluence, and other Agile project management software is typically required. Outstanding facilitation, communication, and conflict resolution skills help Scrum Masters foster collaboration and remove obstacles within cross-functional teams. These skills and qualities are essential for ensuring that teams deliver high-quality products efficiently and continuously improve their processes.

How does a technical project scrum master typically facilitate communication between technical teams and non-technical stakeholders?

A Technical Project Scrum Master acts as a bridge between technical teams and non-technical stakeholders by translating complex technical concepts into clear, accessible language. They facilitate regular meetings, such as sprint reviews and daily stand-ups, ensuring everyone is aligned on project goals and progress. Additionally, they proactively identify potential misunderstandings and clarify requirements, making sure both sides have realistic expectations and shared understanding. This role requires strong communication skills and the ability to foster collaboration across diverse groups.

Job description

About Hunter Strategy
Hunter Strategy has a unique philosophy to technical project delivery. We treat all our customers like mission partners because they rely on our team to meet their objectives through complex software engineering, cloud operations, and cyber risk management solutions. Hunter Strategy was founded on the premise that IT is 21st century infrastructure - critically important but only instrumentally valuable. Accordingly, our teams look at problems with a single objective: the identification and enablement of the right capability to address the most vexing problems our Mission Partners face. We continue to support our partners' success by leveraging the right technology, with the right plan, and the right team to address tomorrow's challenges today.
Senior Scrum Master
Salary Range: $120,000 - $145,000 annually
About the Role
Hunter Strategy is seeking a Senior Scrum Master to support a new mission with a large federal civilian agency. This is not a single-team Scrum Master position. The development teams on this program belong to other organizations, and your job is to bring them into a shared cadence and a common Definition of Done rather than to run a team of your own. It takes influence instead of authority, and it rewards someone who enjoys that difference.
The program is greenfield, so the cadence you facilitate is one you help establish. You work alongside a team of Agile practitioners and architects, and as new development teams onboard over time, you help each one find its footing inside the framework.
What You Will Do
  • Facilitate sprint ceremonies and delivery cadence across development teams you do not directly manage
  • Coach teams into the program's shared cadence and tailored Definition of Done
  • Help remove impediments and surface cross-team blockers to the Project Manager and Release Train Engineer
  • Partner with the Product Owner on backlog readiness and sprint planning support
  • Support new development teams as they onboard into the established cadence
  • Work with a team of Agile practitioners and architects to mature delivery practices over time

What You Bring
  • 6+ years of Scrum Master or Agile delivery experience
  • 3+ years facilitating multiple teams concurrently, or teams the Scrum Master does not directly manage
  • Experience working in a SAFe environment
  • Strong facilitation and conflict-navigation skills across organizational boundaries
  • Ability to obtain and maintain a Public Trust suitability determination

Preferred
  • Certified ScrumMaster (CSM), Advanced Certified ScrumMaster (A-CSM), or SAFe Scrum Master (SSM) certification
  • Experience supporting federal civilian or defense programs, particularly multi-contractor environments
  • Experience helping stand up Agile practices in a new or transforming organization

Position Details
This position is contingent upon contract award, with a tentative start date of September 1, 2026. Work is remote-first; occasional onsite support in Washington, DC may be coordinated with the Government. Hunter Strategy is an equal opportunity employer.
This posting is for a current vacancy and the employer intends to fill this position no sooner than September 1, 2026. This position is contingent upon contract award.
