Job description

TECHNICAL PROGRAM MANAGER / TECHNICAL DELIVERY MANAGER – FACETS

Location: Baltimore, MD or Washington, DC
Type: Contract to hire
Model: Hybrid - Both on-site and remote.
Schedule: 40 hours/week (EST)

JOB OVERVIEW

We are seeking an experienced Technical Program Manager / Technical Delivery Manager to lead the delivery of FACETS platform workstreams supporting large-scale claims system consolidation initiatives. This role will be responsible for coordinating multiple technical teams across engineering, QA, data, infrastructure, and security functions to ensure successful planning, execution, testing, and deployment of integrated releases.

The ideal candidate brings strong enterprise delivery leadership experience, deep knowledge of software development and release management processes, and prior exposure to healthcare payer systems. Experience with FACETS implementations and complex integration programs is highly preferred.

WHAT YOU''LL DO
  • Drive delivery of FACETS platform workstreams supporting claims system consolidation initiatives.
  • Coordinate across multiple technical teams, including engineering, QA, data, infrastructure, and security, to deliver integrated releases.
  • Build, maintain, and manage integrated delivery plans spanning multiple technical workstreams.
  • Coordinate project estimates, sequencing activities, and dependency management across development, testing, and release teams.
  • Establish and maintain delivery governance processes, including RAID management, action item tracking, milestone management, release gating, and readiness assessments.
  • Partner with architecture, security, and infrastructure teams to ensure non-functional requirements and control objectives are addressed.
  • Lead integrated testing activities, including System Integration Testing (SIT), User Acceptance Testing (UAT), and defect triage processes.
  • Own release planning, deployment coordination, cutover activities, and post-production hypercare support.
  • Monitor delivery risks and proactively drive issue resolution to maintain project timelines and quality standards.
  • Facilitate stakeholder communication and status reporting across technical and business teams.
REQUIRED QUALIFICATIONS
  • Bachelor''s degree (BA, BS) or equivalent experience.
  • Proven experience leading technical delivery efforts for enterprise-scale technology implementations.
  • Experience coordinating multiple engineering teams and managing complex release schedules within Agile, Waterfall, or hybrid delivery environments.
  • Strong understanding of Software Development Life Cycle (SDLC), environment management, testing methodologies, and release management practices.
  • Healthcare payer systems experience required.
  • FACETS platform experience strongly preferred.
  • Strong verbal and written communication skills with the ability to manage cross-functional stakeholders.
  • Demonstrated ability to identify, manage, and mitigate delivery risks and dependencies.
NICE TO HAVE
  • Experience supporting integration-heavy programs involving APIs, batch processing, ETL, and data movement solutions.
  • Strong documentation skills, including creation of runbooks, release plans, deployment guides, and cutover checklists.
  • Experience leading large-scale claims transformation or system consolidation initiatives.
  • PMP, SAFe, Scrum Master, or related project/program management certification.
  • Experience supporting production deployments, operational readiness activities, and hypercare stabilization.
  • Familiarity with healthcare operations, claims processing, and payer technology platforms.
