Job Description:

The Specialist,Subcontracts Program Manager, for Maritime Imaging Systems in Northampton, MA will use their past experience in Supply Chain and/or Program or Product Management to lead a cross functional team to develop a robust Supply Chain Strategy, and execute for key programs across the MIS Programs/Products. In collaboration with functional leaders, the Specialist SCPM will institute tailored "right sized" practices and approaches for successful execution on early engineering design efforts, to complete product life cycle with a focus risk and opportunity management to ensure top notch execution. The Specialist SCPM will be responsible for program cost, schedule and compliance with internal and external regulations with respect to materials and subcontracts.

In this highly visible role, the Specialist SCPM will collaborate across functions and be part of the Supply Chain team serving as a key interface to Program and Product Offices, Engineering, Quality, Finance and Operations. This individual will also be a Subject Matter Expert in Supply Chain and Programmatic Practices.

Essential Functions:

  • Serve as the primary liaison between Supply Chain and other functions for key Products/Programs
  • Develop and execute Supply Chain strategies and actions to support full Program lifecycle
  • Ensure timely completion of all material and subcontract program milestones
  • As the Program's Material and Subcontracts Cost Account Manager (CAM), be accountable for the material and subcontract program budgets, and drive actions to improve financial performance
  • Analyze key performance indicators and identify challenged areas and champion continued improvements
  • Lead others by influence in a matrixed environment
  • Develop and Manage Supply Chain Risks & Opportunities
  • Support compliance with all internal policies and external laws and regulations
  • Assist Program Finance in rolling up quarterly financial status against the AOP and Short Term Forecast, EAC and ETC
  • Work with Supply Chain team to develop and support the strategic supplier relationships
  • Coordinate and align supplier strategy with Category Management
  • Develop Supply Chain Recovery and communicate critical issues to stakeholders with solution focused actions
  • Responsible for all Supply Chain inputs in support of all proposal activities
  • Coordinate Subcontracts involvement with requirements development
  • Proven ability to break large complex issues into smaller individual approaches to achieve business objectives
  • Ability to communicate effectively, to internal executive leadership or line management both written and verbally

Qualifications:

  • Bachelor's Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
  • Experience in Supply Chain and Program Management execution across a Product Life Cycle (SRR, PDR, CDR, TRR, PRR etc.)
  • Experience with New Business Proposals / Capture Experience on competitive and/or sole source pursuits
  • Experience in Subcontractor Management through various stages of development through production
  • 4-8 years' experience and expert level knowledge in FAR, DFARS, ITAR
  • Ability to obtain a Security Clearance which requires U.S. Citizenship

Preferred Qualifications:

  • Experience in developing technical statements of work
  • PMP Certification
  • Advanced degree

In compliance with pay transparency requirements, the salary range for this role in Colorado State, Hawaii, Illinois, Maryland, Minnesota, Vermont and New York State is $69K-$128K. For California, New Jersey, Massachusetts, Washington D.C., Maryland Greater Washington D.C. area, the city of Denver, Washington State and New York City, the salary range for this role is $79-$147K. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
