About the Role
TRSS is seeking a Senior Technical Program Manager to support a high-visibility, client-focused initiative involving the deployment and sustainment of advanced technical solutions. This role plays a critical role in ensuring alignment between client objectives and TRSS delivery capabilities.
As a Senior Technical Program Manager at TRSS, you will serve in a dual-advocacy role:
  • As an advocate for the client within TRSS, ensuring client goals, priorities, and constraints are clearly understood and addressed.
  • As an advocate for TRSS to the client, providing transparency, structure, and confidence in the TRSS delivery approach.

A core responsibility of this role is managing programs that involve system-to-system software integrations, where TRSS solutions can operate within a broad technical ecosystem that includes internal and external platforms. You will be responsible for ensuring technical alignment, managing dependencies, and coordinating delivery across interconnected systems. You will work closely with Product Management, Engineering, and Business Development teams to translate complex client needs, identify and mitigate gaps or risks, and ensure solutions are delivered to support long-term client success.
As a Senior Technical Program Manager, you will also contribute to a variety of areas, including:
Program Leadership & Client Engagement
  • Serving as the primary liaison between TRSS and client stakeholders, fostering alignment, trust, and clear communication.
  • Developing a strong understanding of client objectives, priorities, and operating environment to proactively identify gaps, risks, and opportunities.
  • Representing client needs internally while balancing technical feasibility, constraints, and TRSS strategic goals.
  • Establishing and maintaining consistent stakeholder briefings, status reporting, and escalation pathways.

Technical Delivery & Roadmap Management
  • Owning and managing a multi-phase technical delivery roadmap aligned to client outcomes and TRSS capabilities.
  • Coordinating closely with TRSS Product Managers to align program needs with product strategy, feature prioritization, and release planning.
  • Translating client requirements into clear, actionable plans for Engineering, Product, and Business Development teams.
  • Leading programs involving system-to-system software integrations across platforms, services, and data flows.
  • Identifying and managing technical dependencies, integration constraints, and downstream or upstream impacts.

Execution, Risk, & Change Management
  • Delivering programs within agreed scope, schedule, cost, and quality parameters.
  • Managing change management processes and gaining alignment from stakeholders on changes to scope, priorities, and program timelines.
  • Ensuring disciplined execution across all phases of the program lifecycle.

Cross-Functional Collaboration
  • Working closely with Engineering, Product, and Business Development teams to ensure solution readiness and delivery success.
  • Supporting Agile program functions through coordination of planning activities, backlog prioritization, release milestones, and reporting.
  • Aligning internal stakeholders around shared objectives, timelines, and measures of success.

About You
You're a strong fit for the Senior Technical Program Manager role if you have/are:
  • Minimum 8 years' experience in technical program or project management roles within an IT or technology-driven environment.
  • Bachelor's degree in Computer Science, Business Administration, Program/Project Management, or another related field.
  • Demonstrated experience managing technical delivery roadmaps and coordinating cross-functional teams.
  • Hands-on experience supporting or delivering system-to-system software integrations, including coordination across multiple platforms, services, or vendors.
  • Strong understanding of software development lifecycles and Agile methodologies.
  • Proven experience translating technical requirements into delivered solutions.
  • Strong communication and leadership skills with the ability to bridge technical and non-technical audiences.
  • Ability to operate effectively amid evolving priorities and ambiguity.
  • Willingness to travel to TRSS and client locations as required.
  • Ability to obtain and maintain a U.S. national security clearance.
  • U.S. Citizenship required.

Preferred Qualifications
  • Experience supporting complex or highly operational customer environments.
  • Background working with data-driven platforms, analytics tools, or emerging technologies.
  • Experience partnering closely with Technical Product Management experts.
  • PMP, Agile, or other relevant certifications.

The base compensation range varies across locations.Eligible office location(s) for this role include one or more of the following: New York City, San Francisco, Los Angeles, and/or Irvine, CA; McLean, VA; Washington, DC. The base compensation range for the role in any of those locations is $158,100 USD - $293,500 USD.Base pay is positioned within the range based on several factors including an individual's knowledge, skills and experience with consideration given to internal equity.
