About the Employer
The Napa County Office of Education (NCOE) is a public agency that provides academic services and enrichment opportunities for students, teachers and the community, as well as critical business services for school districts. NCOE partners with the five public school districts in Napa County on a variety of programs and issues. NCOE also operates numerous federal and state grants including a robust AmeriCorps program and state-wide projects supporting Special Education students. NCOE's Early Childhood Services program is a leader in inclusive classroom structures.

Job Summary
Under the direction of the Director of the Special Education Local Plan Area (SELPA), the Program Manager-SELPA coordinates and supports the operational, fiscal, compliance, and data management functions of the SELPA. The position is responsible for coordinating special education funding activities, state and federal reporting, compliance monitoring, data systems, and operational processes to ensure compliance with applicable laws, regulations, and SELPA policies.
The Program Manager-SELPA serves as a technical resource to SELPA staff, member Local Educational Agencies (LEAs), County Office departments, and external agencies by providing guidance related to special education finance, data reporting, compliance requirements, and operational procedures. The position coordinates projects, develops operational processes, provides training and technical assistance, and supports continuous improvement efforts that promote efficient operations and high-quality services throughout the SELPA.
