Position Summary:

Client is seeking a highly skilled Technical Program Manager to lead and manage complex technology projects for federal and commercial clients. This individual will oversee cross-functional teams, ensuring project goals are achieved on time and within budget. The ideal candidate will have a strong combination or a technical and business background, proven leadership skills, and the ability to drive multiple technical initiatives to completion while delivering measurable value to the organization.

Primary Responsibilities:

  • Lead high level and detailed technical design with senior technical staff to create compliant and efficient architecture.
  • Oversee scoping and funding of technical resources required to deliver the technical design across teams.
  • Drive implementation of technical tasks, monitoring key dependencies and reporting risks/issues/blockers.
  • Collaborate with stakeholders to define program objectives, scope, deliverables, and success metrics.
  • Oversee multiple, simultaneous projects, ensuring alignment with organizational goals and objectives.
  • Develop and manage program budgets, schedules, and resources while maintaining accountability for results.
  • Work closely with cross-functional teams, including engineering, product management, and external vendors, to ensure successful program execution.
  • Identify risks and opportunities and proactively develop mitigation and contingency plans to ensure seamless project delivery.
  • Produce detailed program status reports for stakeholders, including performance metrics and actionable insights.
  • Lead change management efforts to ensure smooth adoption of new processes, technologies, or systems.
  • Act as a liaison between technical teams and business stakeholders to ensure clear communication and shared understanding of priorities.
  • Drive continuous improvement initiatives to optimize program delivery and team performance.
  • Oversee multiple project teams, ensuring program goals are reached

Skills/Qualifications:

  • 9+ years of experience working on technical/software engineering teams fielding capability up to Enterprise-scale systems.
  • 7+ years of experience as a software/technical engineering manager, technical lead, or technical manager with Agile processes.
  • Knowledge of solutions architecture, web technologies, relational databases, networks, Cloud, and security.
  • Experience defining KPI's/SLA's used to drive multi-million dollar businesses and reporting to senior leadership.
  • Exceptional leadership, time management, facilitation, and organizational skills
  • Outstanding working knowledge of change management principles and performance evaluation processes.
  • Ability to develop and communicate new concepts via written and spoken interaction; apply them accurately throughout an evolving environment; organize, schedule, and coordinate work phases; and determine the appropriate approach at the task level or, with assistance, at the project level to provide solutions to a range of complex problems.
  • Ability to quickly adapt to a changing environment and quickly learn new technology concepts, including software and hardware.
  • Strong analytical and problem-solving skills for design, creation, and testing.

Education/Experience Requirements:

  • Bachelor's degree in Business Administration or a Technical Discipline.
  • Proven track record of successfully managing and delivering complex technology solutions within federal or commercial environments.

Clearance:

  • U.S. citizenship required
  • Possesses or can obtain OPM Position of Public Trust or DoD Secret clearance.
